Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />September 08, 2021 <br /> Facility Address: <br /> 5000 Sikorsky St, STOCKTON <br /> Facility Name: <br /> ATLANTIC AVIATION <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. The facility and inventory sections <br />were submitted on 11/29/2018 for the year of 2019. The plans section was not submitted for the year of 2019. The <br />plans section was not submitted until 1/22/2020 along with the facility section. The inventory section was submitted <br />late on 5/1/2020. The facility section was the only part submitted on 12/16/2020 for the year of 2021. The inventory <br />and plan sections were submitted late on 4/12/2021 for the year of 2021. <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year. <br />CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated <br />information, and submit to the EHD for approval. <br />This violation has been corrected. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There was one violation found during the <br />inspection. All violations have been corrected. The tank farm area has been inspected. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($152).
