As discussed last week, the UST Unit requires the borings to be angled under the tank and sampling under the trench as
a part of the "UST Closure-in-Place" requirement(I believe Fred Ernest is handling that permit). For us, I believe if you
can at least modify it to sample under the UST that should meet the UST Unit's requirement for sampling under the tank
(sampling under the trench is another matter I suppose). If you make that revision, I can check if that will satisfy the UST
Unit.
I have received your second payment on 8/26 and issued a Service Request to review the work plan, but I can't issue the
boring permit until the above has been settled.
Best Regards,
Jeff
-----Original Message-----
From: Rivera, Stacy [EHD] <srivera@sjgov.org>
Sent:Thursday, August 26, 20219:32 AM
To: Wong,Jeff[EHD] <Jwong@sjgov.org>
Cc: Ernest, Frederick [EHD] <fernest@sjgov.org>; Vang-Lee,Vicky [EHD] <vvang-lee@sjgov.org>
Subject: RE: 3515 Navy boring permits (UST
Hi Jeff,
Our closure in place permit(approved 8/9/21) will require two angle borings under the tank and sampling under the
piping trench. This looks like their proposal for our sampling, but the borings are straight down near the tank and not at
an angle reaching underneath it. Fred will contact the site to find out what's going on and ensure they have the proper
plans for their sampling and let you know what he finds out.
Thanks for the update,
Stacy Rivera
Lead Sr. Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
1868 E. I spoke to
Jake of Wayne Perry and he said the work is not being required by any over-arching agency such as RWQCB, but from
Shell Oil who just want to know if there's any contamination from the "sump removal" (which Vicky said they are
actually installing a sump, and have to UST close-in-place). I'm not too comfortable with Jake's information currency, so
I thought I'd check with you guys, if CUPA has any comment/conditions on this work. If not, I'll just issue the permit
(once they provide the additional document and $$), and require them to send a copy of the results.
2
