COMPLAINT INSPECTION REPORT <br /> 2:12 pm <br /> 1:45 pm <br />Time Out: <br />Time In: <br />Environmental Health Department <br />Name of Facility: CHINA PALACE RESTAURANT Date: 09/21/2021 <br />Address: 5052 WEST LN, STOCKTON 95210 <br />Owner/Operator: CHINA PALACE DYNASTY INC Telephone: (209) 955-1888 <br />Program Element: 1600 - FOOD PROGRAM Complaint #: CO0054258 <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />COMPLAINANT ALLEGES THEY DO NOT KEEP THE PICK UP ORDERS IN A WARMER. THEY JUST LEAVE IT ON <br />THE COUNTER. THEY ALSO SELL FOOD THAT HAS BEEN SITTING IN THE CASE ALL DAY, NOT WARMED OR <br />REFRIGERATED. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br />113700. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health <br />and have the potential to cause foodborne illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of <br />the food facility. <br /> #8 Use of Time as a Public Health Control <br />OBSERVATIONS: Per manager, time control is utilized for the front counter display and the cooked pork belly on the shelf <br />rack in the kitchen. A time log sheet was used in the past for the front counter display but it is not currently being used. <br />Maintain records and documentation when time only is used as a public health control for potentially hazardous food. <br />Correct today. <br />CALCODE DESCRIPTION: When time only, rather than time and temperature is used as a public health control, records and <br />documentation must be maintained (114000) <br />OVERALL INSPECTION NOTES AND COMMENTS <br />Fried chicken (hot hold) -- kitchen warmer -- 135.00º F <br />FOOD ITEM -- LOCATION -- TEMP º F -- COMMENTS <br />NOTES <br />Complaint inspection. <br />Manager was not aware of complaint. <br />The counter dessert/baked goods display is kept at room temperature. <br />Hot dog/cheese buns and pork buns were stored in display. <br />Per manager the baked goods were made at 11:00 today <br />Observed a time log sheet from 6/14/21 for the counter display but time log is not currently used. <br />Observed cooked pork belly on shelf rack in kitchen. <br />Per manager the pork belly was cooked at 12:00 today, it was 96 F during the inspection. <br />Per manager the pork belly was not placed under the warmer because it will dry out the meat. <br />Per manager they will utilize time control for the pork belly and discard it after 4 hours. <br />Provide pictures showing that records and documentation are being kept when utilizing time control for potentially hazardous <br />foods by 10/5/21. <br />If pictures are not provided by 10/5/21 there will be a re-inspection at that time. <br />Page 1 of 2EHD 16-23 Rev. 01/07/2021 Complaint Inspection Report <br />FA0008056 CO0054258 SC544 09/21/2021 <br />1868 E.
