FINDINGS FOR SITE APPROVAL <br />PA -2100193 <br />STOCKTON BAPTIST CHURCH / NEW CINGULAR WIRELESS <br />1. The proposed use is consistent with the goals, policies standards, and maps of the General Plan, any <br />applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br />by the County. <br />• This finding can be made because the proposed tower is located in the AU -20 (Agriculture <br />Urban Reserve, 20 -acre minimum) zoning designation, and the Communications Services - <br />Type II use type may be conditionally permitted in the AU -20 zoning designation with an <br />approved Site Approval application. The project site also has a General Plan designation of <br />A/UR (Agriculture Urban Reserve), and the AU -20 zone is an implementing zone for this <br />designation. The proposed communications tower extension is consistent with the goals, <br />policies, standards, and maps of the General Plan, and there are no Master Plans or Special <br />Purpose Plan applicable to this site. <br />2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br />facilities have been provided, and the proposed improvements are properly related to existing and <br />proposed roadways. <br />• This finding can be made because there are no new utility or roadway improvements required. <br />The wireless communication tower extension is an unmanned facility and will not impact <br />existing public utilities. This project will not require the use of a public water or sewer <br />systems, and all storm water will be retained on site. Additionally the Public Works <br />Department will require an encroachment permit for all work done in the right-of-way. <br />3. The site is physically suitable for the type of development and for the intensity of development. <br />• This finding can be made because the 0.46 -acre parcel is of adequate size and shape to <br />accommodate the proposed use, building coverage, setbacks, and other requirements of <br />the Development Title. The parcel can accommodate the 90.5-foot4all monopole and lease <br />area. There are no residences on adjoining parcels within the 91.5 -foot fall -zone of the tower. <br />4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br />injurious to the property or improvements of adjacent properties. <br />• This finding can be made because it was determined that the project will not be detrimental <br />to the Public Health. The tower must comply with Federal Communications Commission <br />regulations regarding radio frequency emissions. <br />5. The use is compatible with adjoining land uses. <br />• This finding can be made because the proposed use may be conditionally permitted in the <br />AU -20 (Agriculture Urban Reserve, 20 -Acre Minimum) zoning designation with an approved <br />Site Approval application. The proposed use will not interfere with nor alter the current land <br />uses on adjoining properties. The adjacent surrounding parcels are primarily agricultural <br />with scattered residences.
