Courity Arterials addressed by the Master Plan Include all non-freeway roadways external to the community plus those Arterials that carry County and Mountain House traffic directly through the community. Specifically,these include Byron Road, Mountain House Parkway,and Grant Lin®Road, Also included are roads Imated within Alameda and Contra Costa Counties and the City of Tracy, It is assumed that- Designated improvements to County roadways are In6Rnded to maintain LOS C during peak periods on all roads except&tate facilities,which may operate at LOS P.and Courcy road segments which function as Mountain House Gateways. Mountain House Getaway road segments include Grant Line goad from the County line to Mountain House Parkway; Mountain House Parltwsy fratn Byron Road to 1-205; and Byron Road from the County line to Wlcklund Road. IWtn the community is determined by the County to be the primary new traffic contributor, the community will be responsible for initiating trWci studies and imprnvernents consistent with Master flan Table 9_2r County Arterial Road Improvements. Improvements will be subject to the provisions of the County's offset mitigation program and cast relmbursemerd program. Each Specific Plan and accompanying environmental review will assess the transpprt&tian impacts of Mountain House development on other Counties and cfties. Plan VescriptSon The MHCSD Transportation Improvement Fee and the Sara JoagWn County Traffic Impact Mitlgation Fee have already identified the major improvements,casts and fair share obligations for all major transportation facilities for SPIT. As a supplernentto these adopted programs,the MHCS0 has performed an additional traffic sludy as part of SPil which confirms ll7e adequacy of these improvement programs and funding mechanisms, The fMEHC5I]Traf v Study further confirmed which components of the community buikkout system are likely to be completed as part of the implementation of SPII,as depicted on Figure 9.1, As part cf implementing projects contained within Sell.the MHCSD will perform detalIW traffic studies to identify the specifiv Improvements and related phasing of SPII roadways which may be necessary to support such implementing projects.
