Other requirements may also <br /> apply. These requirements cannot be modified. <br /> 1. Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water System <br /> Program, at (209) 468-0332, to determine if the well can be permitted as a public water system prior <br /> to issuance of building permits. If a public water system is required, applicant shall submit a Small <br /> Public Water System preliminary technical report to the California State Water Resources Control <br /> Board, Division of Drinking Water (Water Board) at least six months before initiating construction of <br /> any water related improvement, as defined. The issuance of a permit to operate a small public water <br /> system by the local primacy agency (EHD) is prohibited without the concurrence of the Water Board. <br /> Please contact Brian Kidwell, P.E. with the SWRCB Division of Drinking Water at (209) 948-3963 <br /> concerning the requirements for preliminary technical report submittal prior to issuance of building <br /> permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, a permit <br /> application to operate Small Public Water System shall be submitted to the EHD for approval prior <br /> to issuance of building permits. To issue a permit to operate, concurrence from the Water Board is <br /> required. A yearly permit to operate a public water system will be required by the EHD prior to sign <br /> off of the certificate of final occupancy (San Joaquin County Development Title, Section 9-1120.2 <br /> and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 116570. <br /> 2. A soil suitability and nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permit(s). (San Joaquin County Development Title, Section 9-1105.2(d)).
