20IN003375 <br />Narrative <br />Estes Express Lines, <br />Patriot Environmental actually responded on 7/22/20 & cleaned all affected areas. An estimated total loss from the 55 gallon drum was 4 gallons. San <br />Joaquin Environmental Health Dept (leaker disclaimer below) also came onsite & documented the remediation process (additional photos have been <br />added to this report). The unit was released ok to OG. <br />On 7/21/20, the BNSF Stockton hub reported ESTU500299 (Waybill declaring Haz-Mat), as leaking a clear, oil type material from the floor at the <br />tandems and parked the unit in the containment pit. LARS made an initial inspection, finding a truck lift-gate assembly slid into an adjacent Non- <br />Hazardous 55ga1 drum of Cisco Air Systems CT-46 Petroleum compressor lubricant. 1 - 2 gallons of material is estimated to be leaked in the parking <br />space & containment pit. This will be cleaned, manifested & disposed of from the leaking container, scheduled with a remediation contractor, beginning <br />tomorrow morning. <br />Based on this information, Estes Express Lines is the responsible party (shipper), & all associated charges will be charged to Estes Express Lines. <br />Since there was insufficient cargo securement with this product, please review this incident in the attached CIS report with the origin loading facility to <br />insure all future shipments are secured properly. Though there were a few cargo straps applied to adjacent pallets, it was insufficient & the drums & pails <br />were not protected from the lift-gate. Origin area BNSF LARS Managers are copied in & available to provide additional securement support. <br />Ancillaries <br />In accordance with BNSF's Intermodal Rules and Policies Guide, ancillary charges may apply to this shipment. An invoice, if applicable, will be <br />generated to the shipper upon completion of the incident review. <br />Leaker Disclaimer <br />In addition, please be advised that some counties in the State of California will send BNSF Railway an invoice for their activity/handling/ response <br />charges associated with a leaking shipment. It is not uncommon for BNSF Railway to receive these invoices several months after incident occurrence, <br />which will be promptly submitted to the appropriate shipper for payment. The shipper should contact the issuing county if they have any questions <br />regarding the invoice charges. <br />Important Information <br />All loss and damage should be documented via photos (taken inside the container/railcar where possible) and appropriate receiving records (including <br />security seal documentation) at the time of opening/unloading/inspection by the receiver.
