Complainant Roy MURO <br />Medeiros, 209-401-9683 provided his address as reference: 19351 Gawne Rd. <br />Roy alleges there is a white residue about 10-12 inches from the waterline on both <br />sides of canal that might be hazardous material. <br />3:07 PM Called Roy Medeiros. Roy reported that the white powdery substance on <br />the ditches stretches about 3 — 4 miles up and down the road. He believes it might <br />be agricultural products. He called mosquito abatement one day prior to calling <br />EHD. Mosquito abatement told him they didn't spray. Roy indicated that his <br />property is on well water and is very concerned that the white substance may be <br />toxic. I let him know I may go out to take a look, depending on what my supervisor <br />says. He asked that I call him when I arrive so he can meet with me. <br />Discussed with lead seniors Haza Saeed (EHD) and Stacy Rivera (EHD), and <br />after-hours ER staff Jason Gaitan (EHD). Stacy Rivera searched property online <br />and time for travel to area and determined that I had time to drive out to <br />investigate. <br />3:44 PM Arrived at 19351 E Gawne Rd area. I called complainant, as he <br />requested I call when i arrived. Call went to voice mail. I left message letting him <br />know it was me, that I will be calling again shortly. I parked in front of <br />complainant's property which is the north side of Gawne Rd. I called the <br />complainant one more time and it went straight to voice mail once again. I began <br />taking photos of the drainage ditches. the soil above the water had the white <br />substance across entire ditch on both sides. The water didn't look as if it had any <br />white substance, only the soil. I took photos another area on the south side of <br />Gawne Rd on the corner of Gawne Rd and Berkeley. I saw a bag inside the <br />drainage ditch the south side of Gawne Rd. This drainage ditch had more <br />concentration of the white substance. The substance observed for approximately <br />one mile west from complainant's property. <br />4:21 PM Returned to Office. Discussed with Lead seniors, Stacy and Haza, and <br />Jason. <br />4:26 PM I called Ag Commissioner's office (209) 953-6000 and spoke to Joseph <br />Geraldes. His contact info: <br />Joe Geraldes, 209-953-6000 jgeraldes@sjgov.org.
