Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COCLFTAP6 Site Location: 0 RIO BLANCO RD <br />Activity Summary <br />Activity Date Recorded by <br />04/08/2021 7:41 AM Received a call from Brian Closs (Management Analyst II at San Joaquin MURO <br />County Public Works) 209-468-3074. He said the levee north of Eight Mile Rd is <br />SJ County right-of-way, south of the road would be city. I let him know it was north <br />of Eight Mile Rd. He questioned if there was anything still out there, as the <br />narrative in the description states that "The containers were removed from the <br />area for proper disposal." I let him know that the containers were still at the levee. <br />Brian said he will look into this with Troy Botts (San Joaquin County Public Works) <br />and asked if the warden can update the spill report. <br />Emailed Warden Ryan Hansen at: ryan.hansen@wildlife.ca.gov to advise of the <br />issue with the narrative on the OES Spill report. <br />Ryan responded and said he didn't know why they wrote that, he will update the <br />OES report. <br />Brian Closs Called to update his and Troy Bott's findings. The used oil containers <br />are 20 feet away from the county's right of way. Responsibility will land on City of <br />Stockton Reclamation District. I will be generating a complaint and issue a Notice <br />to Abate to the responsible party. <br />Generated Complaint. <br />Called Reclamation District 209-948-8200 and was transferred to Andy Pinasco. <br />Andy reported they weren't responsible for cleanup of the hazardous waste as <br />they are only counsel for the reclamation district. He advised I call Office of <br />Emergency Services and ask for the point of contact for RD 2042 and RD 2114. <br />Called Office of Emergency Services 209-953-6200 and spoke to Jessica. She <br />was able to provide point of contact for the reclamation districts, which was the <br />same person for both: <br />Attorney Trustee Karren Garrett 209-478-0844. <br />I called Karren, I was told she retired. Was transferred to another line with AG <br />Spanos, the greeting was not clear on the name of the person. I left a message. <br />I called AG Spanos again, spoke to Aleda. She said Karen Garrett was not retired <br />and still worked part time from home. She transferred me to her phone line and I <br />left a message. <br />I called again and spoke to Aleda and asked to speak to the other person she had <br />mention on the previous call. <br />I was transferred to the line and left message. <br />Discussed with Lead Senor Elena Manzo. <br />5105 rpt <br /> Page 2 of 4
