SAN JOAQUIN <br />_ NTY <br />Environmental Health Department <br />Time In: <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: ARAMARK UNIFORM & CAREER APPAREL, LLC Date 08/26/2021 <br />Address: 7679 LONG ST, STOCKTON <br />Owner/Operator: COUNTY OF SAN JOAQUIN Telephone: <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COHJIVVYFO <br />Responsible Party Contact: AARON SPEHLING <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />CE-CL (conditionally exempt commercial laundry) permitted facility reported that approximately 250-gallons of fresh water <br />from their fresh water tank located in their boiler room overspilled and flowed out of the boiler room toward a plugged storm <br />drain. No waterways were affected. Clean up of overspilled water is in progress. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Conducted a site visit on 8/25/2021 in response to spill notification received on 8/25/2021 regarding the water tank. While on <br />site, spoke on the phone with Aaron Spehling, General Manager, and confirmed water in the overspilled tank is tap water from <br />the City of Stockton. Aman Singh, Production Supervisor, walked us to the boiler room. At the boiler room entrance water can <br />be seen at the entrance puddles on the eastern side, and larger pools in the center and southwestern corner of the room. The <br />water tank is located in the southwest corner. On the eastern side of the boiler room, water was observed under two blue <br />55-gallon plastic drums of Nalco 359 (Diethylethanolamine), and 2 blue <50-gallons plastic containers of Nalco NexGuard <br />22310. The water tank is located the southwestern corner of the boiler room. Absorbent and black sludge was observed <br />around the base of the tank. Aman walked us outside in where the water flowed toward a plugged storm drain. Per Aman the <br />storm drain isblocked. The water pooled on top of the plugged storm drain. The water was in the process of being pumped out <br />from the ground and into a plastic tote. According to the facility, the tote will then be poured into their waste pit. The liquid in <br />the waste pit is treated onsite prior municipal discharge. The water that flowed from the boiler room toward the pool of water <br />above the storm drain has dried but the pathway can still be seen. Part of the waters pathway toward the pool of water has a <br />residue seen on the surface and sludge is also seen around a more dried water path. The pH was taken of the water in above <br />the storm drain by Manager, Peter. The pH read 6.64. <br />On 8/26/2021, spoke with Aaron on the phone. According to Aaron approximately 250-gallons of water were discharged from <br />the tank. All clean-up has been completed. Approximately 250-gallons of the waste water were added to the waste pit for <br />treatment. The absorbent and sludge were placed in the waste pit for treatment aswell. The waste pit has a shake screen that <br />separates the solids from the liquids so the liquid can be treated before returning to the city. The solids are collected and <br />pressed to release any remaining liquids for treatment. The remaining solids in the screen are hauled away. The pH of the <br />water in the boiler room was measured at 6.3. EHD received photos from Aaron showing overview of the parking lot and of <br />the drain with the valve closed. Standing water is visible from the photo of the drain. <br />Provide statement to EHD ensuring all standing water is removed from the storm drain basin and disposed of appropriately <br />and no waterways were affected as a result of this spill. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).].
