IT HAS BEEN OVER FLOWING <br />FOR OVER A WEEK. IT IS MAKING IT DIFFICULT FOR THE BUSINESSES IN THE BUILDING TO THROW THEIR GARBAGE OUT. We may CARRUESCO <br />send an inspector out to verify complaint if deemed a food facility issue <br />07/27/2021 LIN HARES <br />07/28/2021 <br />Called and left messages for John Prutch, City of Stockton Code Enforcement <br />(209-566-6763) at 12:24pm and 1:41pm so we could meet at the complaint <br />location. No return call. On site 2:10-2:43pm. Spoke with complainant (who wishes <br />to remain anonymous). Per complainant (C), the dumpster enclosure is for <br />communal use for the tenants. (C) states that the tenants pay rent and in their <br />rental contracts, their rent covers refuse disposal. Per (C), the landlord has been <br />charging an additional $200-300 extra a month for waste disposal, but the <br />dumpsters are not being emptied. Per (C), the landlord has not paid Waste <br />Management since January 2021. Per (C), the dumpsters are (normally) emptied <br />daily. At the time of the complaint, the dumpsters were emptied the next day. Prior <br />to the complaint, it had been 4 days since the dumpsters were emptied. (C) states <br />that Waste Management (WM) has an on board camera in their trucks. (C) also <br />states that WM declined service due to the dumpsters being overfilled (and added <br />that it's probably because the service has not been paid for). <br />Upon inspection, the communal dumpsters are full. There are three black trash <br />bags on the north side of the enclosure, litter is scattered on the south side of the <br />enclosure, and the east side of the enclosure has broken down cardboard, a <br />shopping cart, trash and other unnecessary articles. The interior of the enclosure <br />(enclosure is closed/locked on the west side, but open on the east side) has <br />overflowing trash throughout. Photos taken. Will discuss the complaint with <br />Program Coordinator tomorrow. <br />Discussed the complaint with Jeff Carruesco.
