Received the complaint <br />from Robert McClellon via internet/email. Emailed Yvonne Moreno to process <br />short term complaint form. There was a previous complaint at the same facility <br />that was inspected by Sandip Singh. Reviewed previous inspection notes. <br />Contacted San Joaquin Valley Air Pollution Control District and spoke to Sam <br />Palmquist (air quality inspector) to discuss outcome of previous inspection that <br />was conducted on 4/20/21. He mentioned there was no violation, facility has a <br />discharge permit with the Water Board. Allowed to discharge waste onto fields on <br />the property. The State inspected the facility the day prior to the inspection and <br />found no violation. <br />09/22/2021 15789 McKinley Ave <br />Complaint - Unbearable odor, odor is foul like rotting food. Complainant suspects <br />a food processor by the name California Natural Foods is the source. Complainant <br />alleges the facility has a holding pond and may be discharging waste water in a <br />field across the street from the residence. <br />Inspected California Natural Foods with Robert McClellon and Steven Shih. Met <br />with Lynn Forcum (spokesperson) to investigate the root of the odor. Lynn <br />mentioned that the workload has increased dramatically and current equipment in <br />place is not big enough to handle the production. They are working on a new <br />equalization system which will take at the most 90 days or sooner for mitigation of <br />odor issues.
