AECOM <br /> period, during which no comments were received, RWQCB requested destruction of the Site wells <br /> (RWQCB 2023a). <br /> Pre-mobilization Activities <br /> Permits <br /> San Joaquin County Environmental Health Department(SJCEHD) maintains jurisdictional authority over <br /> well destructions in San Joaquin County.As such, prior to commencing field activities,AECOM will obtain <br /> the necessary well destruction permit from SJCEHD. <br /> To access the wells located between the road and the sidewalk on South San Jose Street,AECOM will <br /> also obtain an Encroachment Permit from the City of Stockton. Figure 2 shows the well locations. <br /> Health and Safety Plan <br /> A Site-specific Health and Safety Plan (HASP)will be completed to detail health and safety protocols for <br /> the well destruction activities at the Site.The HASP will meet the requirements of applicable federal, state, <br /> and local regulations. These requirements include: <br /> • Title 29, Code of Federal Regulations (CFR) Section 1910.120, <br /> • Title 29 CFR Section 1926, and <br /> • California Code of Regulations Title 8. <br /> The HASP addresses worker and nearby (off-site) personnel safety.All well destruction activity workers <br /> must be 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER)-certified and <br /> must be current with the 8-hour annual HAZWOPER refresher course. <br /> Utility Clearance <br /> AECOM will mark the Site and notify Underground Service Alert of Northern California and Nevada (USA <br /> North 811) of the work a minimum of 48 hours in advance.AECOM will also utilize the services of a <br /> geophysical locator to identify underground utilities in the vicinity of each well location. <br /> Boring Logs and Well Construction Details <br /> Construction details for the eight groundwater monitoring wells, and the most recent depth to groundwater <br /> measurements, are summarized in Table 1 (AECOM 2022). <br /> Well construction detail logs are provided in Attachment A. <br /> Implementation Activities <br /> Well Destruction Procedures <br /> The eight Site groundwater monitoring wells will be destroyed by a licensed C-57 water-well drilling <br /> subcontractor by over-drilling in accordance with the standard operating procedures detailed in California <br /> Well Standards Bulletins 74-81 (California Department of Water Resources [DWR] 1981)and 74-90 (DWR <br /> 1991 and San Joaquin Well Standards (SJCEHD 2005). These standards are included in Attachments B <br /> and C. <br /> Prior to over-drilling, an AECOM field representative will measure and record the following at each well: <br /> 1.
