g . A copy of the Final Site Plan shall be submitted prior to release of building permit . h . The applicant shall install the following improvements prior to issuance of any building permits : 1 . Convert the intersection of 1 - 5 Southbound Ramps and Roth Road to an all -way stop controlled intersection . 2 . Install a " Trucks - No Right Turn " sign on Frewert Road at the intersection with Manthey Road and the project site driveway onto Manthey Road . i . The applicant shall pay the following fair share contributions prior to the issuance of any building permits : 1 . $ 186 , 468 for the realignment of Harlan Road and Roth Road corridor improvements . j . The developer shall provide drainage facilities in accordance with the San Joaquin County Development Standards . Retention basins shall be fenced with six ( 6 ) foot high chain link fence or equal when the maximum design depth is 18 inches or more . Required retention basin capacity shall be calculated and submitted along with a drainage plan for review and approval , prior to release of building permit . Prior to release of the building permit the applicant shall submit the Storm Water Pollution Prevention Plan ( SWPPP ) to Public Works . A soil suitability and nitrate loading study incorporating proposed staff and customer use shall be submitted to the Environmental Health Department , indicating that the area is suitable for septic system usage .
