AIR QUALITY.
Where available, the significance criteria established by the
applicable air quality management or air pollution control
district may be relied upon to make the following
determinations. Would the project:
a) Conflict with or obstruct implementation of the applicable
air quality plan? ❑ ❑ ❑ X❑ ❑
b) Result in a cumulatively considerable net increase of any
criteria pollutant for which the project region is non-
attainment under an applicable federal or state ambient ❑ ❑ ❑X ❑ ❑
air quality standard?
c) Expose sensitive receptors to substantial pollutant
concentrations? ❑ ❑ Z ❑ ❑
d) Result in substantial emissions (such as those leading to
odors) adversely affecting a substantial number of ❑ F-1 ❑ F-1people?
Impact Discussion:
a-d) This project is comprised of three components. General Plan Map Amendment No. PA-2100226 proposes to
change the General Plan land use designation from General Agriculture (AIG) to Truck Terminal (IIT). Zone
Reclassification No. PA-2100227 to proposes to change the Zoning Designation from General Agriculture, 40-acre
minimum(AG-40) to Truck Terminal (I-T). Use Permit No. PA-2100228 (UP) to establish the use of a Truck
Terminal. The Use Permit will be completed in 2 phases over 5 years. Phase 1 to include the construction of a
1,000-square-foot guard house; a 2,800-square-foot fueling station; an 80-square-foot scale building; a 4,900-
square-foot maintenance shop; and the conversion of an existing 900-square-foot residential home to a caretaker's
unit. Phase 2 to include the construction of 3 covered parking structures totaling 72,300 square-feet. The project is
proposing a total of 711 truck and trailer parking spaces. The San Joaquin Valley Unified Air Pollution Control
District (SJVAPCD) has been established by the State in an effort to control and minimize air pollution. On
November 29, 2021, the SJVAPCD provided written notice that an Air Impact Assessment(AIA)would be required
for the project. On August 31,2023,the applicant was notified that the AIA application to the SJVAPCD was deemed
complete for processing. On November 6, 2023, the SJVAPCD issued the final AIA approval for the project. The
SJVAPCD determined that the construction and operation for the project will be less than two-tons of NOx per year,
and two tons PM10 per year. The SJVAPCD provided the following mitigation measures:
• For each project phase, all records shall be maintained on site during construction and for a period of ten years
following either the end of construction or the issuance of the first certificate of occupancy, whichever is later.
Records shall be made available for District inspection upon request.
• For each project phase, maintain records of(1)the construction start and end dates and (2)the date of issuance
of the first certificate of occupancy, if applicable.
• Provide one electric vehicle charging station for the project.
In addition to these measures, the project will be required to file a Dust Control Plan prior to commencing any earth
moving activities and obtain an Authority to Construct and Permit to Operate prior to the installation of equipment
that controls or may emit air contaminants, including but not limited to emergency internal combustion engines,
boilers, and bag houses. As a result, air impacts are anticipated to be less than significant.
8
