TRANSPORTATION. <br /> Would the project: <br /> a) Conflict with a program plan, ordinance, or policy <br /> addressing the circulation system, including transit, ❑ ❑ ❑ ❑ <br /> roadways, bicycle, and pedestrian facilities? <br /> b) Would the project conflict or be inconsistent with CEQA <br /> Guidelines section 15064.3, subdivision (b)? ❑ ❑ ❑ 0 ❑ <br /> c) Substantially increase hazards due to a geometric design <br /> feature (e.g., sharp curves or dangerous intersections) or ❑ ❑ ❑ ❑ <br /> incompatible uses (e.g., farm equipment)? <br /> d) Result in inadequate emergency access? ❑ ❑ ❑ ❑ <br /> Impact Discussion: <br /> a-d) This project is comprised of three components. General Plan Map Amendment No. PA-2100226 proposes to <br /> change the General Plan land use designation from General Agriculture (AIG) to Truck Terminal (IIT). Zone <br /> Reclassification No. PA-2100227 to proposes to change the Zoning Designation from General Agriculture, 40-acre <br /> minimum (AG-40) to Truck Terminal (1-T). Use Permit No. PA-2100228 (UP) to establish the use of a Truck <br /> Terminal. The project site proposes truck access from South Manthey Road, and emergency vehicle only access <br /> from West Frewert access. <br /> California Environmental Quality Act(CEQA)Guidelines section 15064.3 requires Vehicle Miles Traveled (VMT) be <br /> evaluated as a part of the environmental review. TJKM prepared a VMT analysis dated April 28, 2023 for this <br /> project. The analysis considered the following proposed structures: 1,000 square foot guardhouse, a 2,800 square <br /> foot truck fueling facility canopy, an 80 square foot truck scale building, and an existing 4,900 truck maintenance <br /> shop for the facility totaling 8,780 square feet. The VMT conclusion is included below: <br /> "For VMT forecasting, the San Joaquin County Transportation Analysis Guidelines (September 2020, page 5) <br /> states that VMT is only relevant for daily automobile travel. As this project is a truck terminal parking facility, only <br /> the site buildings will be analyzed for the VMT significance criteria. Under CEQA, small office projects that are <br /> consistent with the San Joaquin County General Plan and are smaller than 11,300 square feet in size are exempt <br /> from VMT analysis and thus do not have a significant VMT impact. Since the total build out component for this <br /> project totals only 8,780 square feet, itis found to have an insignificant impact on VMT. The truck parking terminal <br /> project is also strategically located near other trucking hubs, and also is located near two major freeway ramps <br /> (Roth Road to the north and Lathrop Road to the south) for Interstate 5. Most importantly, this project is located <br /> right next to the Union Pacific Lathropitntermodal Terminal, which handles large amounts of freight and container <br /> transfers between rail and trucks. This project synergizes well with other truck facilities in the area and provides <br /> direct access to Interstate 5 and other major distribution centers in the area, decreasing the need for trucks to <br /> travel further to find adequate parking and resting facilities. Thus, the proposed truck parking terminal project <br /> would have a less than significant impact on VMT." <br /> The project site falls within Zone 8 of the Airport Influence Area the comprehensive Airport Land Use Plan <br /> boundaries for the Stockton Metropolitan Airport. The project site is located approximately 3.25 miles southwest of <br /> the nearest runway. The project shall abide by the applicable Airport Land Use Plan for the Stockton Metropolitan <br /> Airport.A referral was sent to the Airport Land Use Commission and the Stockton Metropolitan Airport on November <br /> 1, 2021, for review. As a Condition of Approval, the project will be subject to the Airport Land Use Commission's <br /> rules and regulations. As a result, impacts to airport flight paths will be reduced to less than significant. <br /> 23 <br />
