HAZARDS AND HAZARDOUS MATERIALS.
Would the project:
a) Create a significant hazard to the public or the environment
through the routine transport, use, or disposal of hazardous ❑ ❑ ❑ ❑
materials?
b) Create a significant hazard to the public or the environment
through reasonably foreseeable upset and accident
conditions involving the release of hazardous materials into ❑ ❑ ❑X ❑ ❑
the environment?
c) Emit hazardous emissions or handle hazardous or acutely
hazardous materials, substances, or waste within one- ❑ ❑ ❑ ❑
quarter mile of an existing or proposed school?
d) Be located on a site which is included on a list of hazardous
materials sites compiled pursuant to Government Code
Section 65962.5 and, as a result, would it create a ❑ ❑ ❑X ❑ ❑
significant hazard to the public or the environment?
e) For a project located within an airport land use plan or,
where such a plan has not been adopted, within two miles
of a public airport or public use airport, would the project ❑ ❑ ❑X ❑ ❑
result in a safety hazard or excessive noise for people
residing or working in the project area?
f) Impair implementation of or physically interfere with an
adopted emergency response plan or emergency ❑ ❑ ❑ ❑
evacuation plan?
g) Expose people or structures, either directly or indirectly, to
a significant risk of loss, injury or death involving wildland
fires, including where wildlands are adjacent to urbanized ❑ ❑ 0 ❑ ❑
areas or where residences are intermixed with wildlands?
Impact Discussion:
a-g) This project is. comprised of three components. General Plan Map Amendment No. PA-2100226 proposes to
change the General Plan land use designation from General Agriculture (AIG) to Truck Terminal (IIT). Zone
Reclassificatiori No. PA-2100227 to proposes to change the Zoning Designation from General Agriculture, 40-acre
minimum (AG-40) to Truck Terminal (I-T). Use Permit No. PA-2100228 (UP) to establish the use of a Truck
Terminal. The project site is not located on a site which is included on a list of hazardous materials sites compiled
pursuant to Government Code Section 65962.5 and, as a result, the site is not a significant hazard to the public or
the environment. The project proposes to have an on-site fueling pumps for on-site trucks at the proposed facility,
not open to the general public. This fueling facility will be subject to statutory regulations facilitated by the
Environmental Health Department for above and underground storage tanks and the 2022 California Building Code.
As a result, impacts from hazardous materials related to the diesel fueling facilities are anticipated to be less than
significant.
Construction activities for the project typically involve the use of toxic or hazardous materials such as paint, fuels,
and solvents. Construction activities would be subject to federal, state, and local laws and requirements designed
to minimize and avoid potential health and safety risks associated with hazardous materials. The proposed
application would not result in, create, or induce hazards and associated risks to the public as no significant impacts
are anticipated related to the transport, use, or storage of hazardous materials during construction activities. The
project site is located within an Airport Land Use Plan (ALUP), and subject to the Airport Land Use Commission
(ALUC) rules and regulations. The project site does not physically interfere with an emergency evacuation plan or
affect wildlands. Therefore, the project's impacts are less than significant.
15
