1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br />1.1 Description of site: The project consists of a 7.19 acre parcel located at 5347 E. Hildreth <br />Lane, Stockton, CA 95212. The subject Assessor's Parcel Number is 085-230-07. The project <br />is in a rural residential neighborhood. The parcel is zoned Rural Residential (R -R). <br />1.2 Description of Proposed Development: It is proposed to create one 2.54, one 1.78 and one <br />2.83 acres parcel. The application is requesting the "Lot Averaging" provision of the <br />Development Title for reduced acreage on one of the parcels. In accordance with the San <br />Joaquin County Development Title, this Surface and Subsurface Contamination Report (SSCR) <br />is being submitted for approval. This report will investigate the property for visual or historical <br />environmental contamination based on field observation, interviews with the owner, and County <br />records. (This SSCR includes no chemical analysis). <br />1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page) <br />1.4 Site Map: (See Appendix for Tentative Map). <br />2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITEā¢ <br />2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of <br />information of the historic use of this property is testimony from the owner, Servillano <br />Hortizuela, who was interviewed in June 2021. Mr. Hortizuela has owned the parcels for 4 <br />months. <br />3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br />CONTAMINATION: <br />3.1 Methods used to research: Methods used to research this parcel were records researched at <br />the San Joaquin County Agriculture Commissioners office in June, 2021 (see appendix for <br />results). An onsite survey was performed on August 10, 2021 by staff of Dillon & Murphy. The <br />San Joaquin County Environmental Health Department's underground storage tank mitigation <br />database list did not yield any concerns. <br />3.2 Description of all past on-site potential and/or known above and below ground sources <br />of contamination identified at the project site: Past on-site potentials for contaminations are <br />low. Historically there have been no underground storage tanks, not including the septic tanks <br />permitted with the San Joaquin County. The owner has no knowledge of improper above <br />ground storage of chemicals on the subject parcel. <br />3.3 Description of All Current On -Site Potential and/or Known Above and Below <br />Ground Sources of Contamination Identified at the Project Site: Presently, there are no <br />underground storage tanks on the property and visual inspection did not produce any evidence of <br />buried containers, as well as no odors that would be associated with buried chemical tanks. <br />County records indicated there were no fuel tanks on site. There are no above ground fuel tanks <br />on the site at the time survey was performed on August 10, 2021. On-site rainwater dissipates <br />through either percolation or evaporation. <br />
