Box 6336 <br /> Stockton, CA 95206 <br /> Re: Forward Resource Recovery Facility (RRF)#39-AA-0020, Solid Waste Facilities <br /> Permit (SWFP) Revision <br /> Environmental Health Division (EHD) staff have reviewed the Forward Resource <br /> Recovery Facilities Report of Station Information. Writing of the RRF permit will <br /> proceed upon receipt and approval of the following information: <br /> 1. California Integrated Waste Management Board application form E-1-77 <br /> identifies ash, sludge, liquids, and tires as wastes the RRF will accept. If this <br /> information is correct then more specific information on these wastes will be <br /> required (waste description, source, where and how it will be received, <br /> processed, etc..) If information on this form is inaccurate a corrected form is <br /> required. <br /> 2. Submit specific information on how Peak Daily Loading (TPD) will be tracked <br /> between Forward Landfill and the RRF to prevent exceeding allowable tonnage. <br /> 3. Acceptance of high liquid content wastes, such as containerized food product <br /> or liquid may occur (Pg. 2-7 of the SWFP revised application). Composting of <br /> sludge and green (yard) waste is also proposed for the RRF (pg. 3-5). If the <br /> RRF is going to receive these wastes, then specific information about the <br /> wastes and how they will be handled, including a Report of Composting Site <br /> Information is required at this time. If the RRF will not be receiving these <br /> wastes then a written addendum stating this is required. <br /> 4. The SWFP revised application states that the RRF load checking program will <br /> be expanded and modified to include the revised waste stream (pg. 4-19). <br /> Mitigation measures identified in Forward Landfill's March 4, 1993 Final <br /> Environmental Impact Report No. ER-92-4 (EIR) would be included in the load <br /> checking program. <br /> A Division of San,Joaquin County Health Care Services <br />
