Box 6336 <br /> Stockton, CA 95206 <br /> FORWAR" COMPOSTING FACILITY, SAN JOAQUIN COUNTY <br /> We have reviewed your Report of Waste Discharge, dated 26 April 1996, for composting <br /> operations at the Forward facility, San Joaquin County. The proposed project consists of a 22.6 <br /> acre composting facility at 9999 S. Austin Road in Manteca. <br /> We have determined the proposed project will not adversely affect water quality provided it is built <br /> and operated in accordance with your submittal to this office, Resolution No. 96-031 Conditional <br /> Waiver of Waste Discharge Requirements for Composting Operations, and General Industrial <br /> Storm Water Permit No. CAS000001. <br /> Waste discharge requirements for the Forward composting facility are hereby waived,in <br /> accordance with Resolution No. 96-031 (enclosed). This waiver is granted with the conditions <br /> that the facility be built and operated as described in your 26 April 1996 report,Resolution 96-031, <br /> and in accordance with applicable San Joaquin County Health Department and Planning <br /> Department requirements and conditions. <br /> If you have any questions regarding this matter, please contact Kim A.
