0k6TE:CH;1V0L0G1E5
NMENTAL
Task I: Estimation of Designated Levels Based on Generic Attenuation and
Leachability
Deliverable: Designated level tables for CAM metals, organic solvents, ketones alcohols,
phenols, phthalates, herbicides, polynuclear aromatics (PNA), and petroleum compounds.
Generic numbers used in the Marshack document [attenuation = 100 or 1000 and leachability
= 10 or 100], will be used to estimate designated levels for the targeted chemicals contained in
solid waste that are accepted at the Forward landfill. Water-quality goals will be determined for
ground-water background levels based on upgradient or regional monitoring well data.
Background water-quality data will be statistically evaluated to determine the representative
regional ground-water quality.
The reference documents used by Dr. Marshack to derive his generic numbers for attenuation
and leachability factors will be briefly reviewed to determine the applicability of these generic
numbers to the Forward Landfill. These reference documents include:
• The California Site Mitigation Decision Tree Manual
® Water Related Environmental Fate of the 129 Priority Pollutants
® The Soil Chemistry of Hazardous Materials
® Handbook of Environmental Data on Organic Chemicals
• DRASTIC: A Standardized System for Evaluating Ground Water Pollution
Potential Using Hydrogeologic Settings.
Critical parameters contributing to the numerical value of the factors will be identified. The
appropriateness of the generic numbers used in the Marshack document for attenuation and
leachability factors at this landfill and the types of waste accepted at the landfill will be evaluated
for each specific chemical. Those chemicals in which the generic numbers for factors are not
appropriate for the Forward Landfill facility will be selected for follow-up determination of site-
specific factors.
Task H: Development of Parameters and Experimental Methods for factors
Deliverables: Composition of representative precipitation in the Stockton area; predictive
empirical model for estimating applicable leaching and attenuation factors; and experimental
August 15, 1990 3 Revision 2.0
7255 Soroni Drive-Oakland,California,USA 94611
TEL(415)339-1543-FAX(415)339-6775
