I. INTRODUCTION <br />This report issues my findings regarding the Soil Suitability/Nitrate Loading Studies and onsite <br />wastewater treatment system (OWTS) operational parameters for a proposed third Accessory Unit <br />Dwelling (ADU) on property owned by Mr. & Mrs. Hernandez. These studies were required by the <br />San Joaquin County Environmental Health Department (EHD) and comply with the San Joaquin <br />County Development Title, specifically Section 9-1105.2(d). <br />Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br />applicable Paragraph or Paragraphs, or Appendices that correspond with the EHD Requirements <br />Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability <br />Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for <br />the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to <br />other sections of the Checklists. <br />NLS§ 2.3, SSS§ 1.2. The City of Tracy, nor the City of Mountain House sewer system does not <br />serve this property. It is unknown as to whether the City of Mountain House will annex land east of <br />Mountain House Parkway and thus potentially provide services to this area. All residential <br />properties within this locale must operate on an onsite wastewater treatment system and domestic <br />water supplied by an onsite well. <br />Currently, the subject property contains a two bedroom single family residence (SFR), and a three <br />bedroom mobile home. It is proposed to install a three bedroom manufactured (modular) home at <br />the south end of the property. The existing onsite domestic well, located adjacent to Von Sosten <br />Road will serve all three structures. The total Parcel area is 2.35 acres. <br />The purpose of these Studies was to collect the following information to fulfill the requirements of <br />the EHD regarding the proposal to install a third unit dwelling on the subject property. Wastewater <br />system operational parameters are also presented within this report to facilitate the transfer of <br />information to EHD: <br />• The capacity of the indigenous soils was analyzed in the proposed primary disposal area for the <br />third unit dwelling to accept the anticipated wastewater flows, 2.) Assessment of the soil <br />characteristics to mitigate nitrate impact, and 3.) Discussion of operational parameters to achieve <br />the two goals of proper wastewater management and nitrate loading mitigation from the effluent <br />disposal system. This was accomplished by the referenced testing, physical/chemical analyses and <br />operational parameters incorporated into the design of the wastewater disposal system. <br />• Soil physical and chemical testing was conducted to determine the following: Physical testing <br />included percolation testing and particle size analysis of the soils underlying the effluent disposal area. <br />Chemical testing included analyses for the constituents that influence nitrate loading. <br />• As illustrated on the aerial photo in Appendix F, there is ample area on the west side of the <br />property for the required 100% replacement areas for the two existing structures and the proposed <br />third structure. Ultimately, it may be that effluent from the SFR structure may have to be pumped <br />to this location upon OWTS failure. <br />Chesney Consulting <br />
