A NJ O A Q U l N Environmental Health Department <br /> COU NTY— <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FedEx Ground-Tracy 5655 Hood Way,Tracy December 01, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION:Absorbent piles at two different locations at the fueling station were observed to clean spills in that <br /> area. The absorbent piles have not been swept and disposed of appropriately.The spills lead to drains lead to the <br /> oil-water separator according to facility manager. One of the absorbent piles have been driven through by a service <br /> vehicle which caused the absorbent to spread.A container for the used absorbent was not observed on site.All <br /> oil-water separator drains at the fueling station appear wet and the wet appearance leads to the drains. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up all spills in the fueling station and dispose of absorbent material <br /> appropriately. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit <br /> a statement and supporting documentation to the San Joaquin County Environmental Health Department describing <br /> the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 302 CCR 66265.32 Failed to have all communication or alarm systems, spill control, or decontamination equipment. <br /> OBSERVATION: The facility is not equipped with the following equipment: <br /> •A container to store used absorbent in the fueling station was not observed at the fueling station <br /> REGULATION GUIDANCE: <br /> All facilities shall be equipped with the following, unless it can be demonstrated to the Department that none of the <br /> hazards posed by waste handled at the facility could require a particular kind of equipment specified below: <br /> (a)an internal communications or alarm system capable of providing immediate emergency instruction (voice or <br /> signal)to facility personnel; <br /> (b)a device, such as a telephone (immediately available at the scene of operations)or a hand-held two-way radio, <br /> capable of summoning emergency assistance from local police departments,fire departments, or State or local <br /> emergency response teams; <br /> (c)portable fire extinguishers,fire control equipment(including special extinguishing equipment, such as that using <br /> foam, inert gas, or dry chemicals), spill control equipment, and decontamination equipment; and <br /> (d)water at adequate volume and pressure to supply water hose streams, or foam producing equipment, or <br /> automatic sprinklers, or water spray systems . <br /> CORRECTIVE ACTION: Immediately install the following equipment: [LIST EQUIPMENT] .
