A NJ O A Q U l N Environmental Health Department <br /> COU NTY— <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FedEx Ground-Tracy 5655 Hood Way,Tracy December 01, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> The following containers were found to be hazardous waste after review of the Safety Data Sheets(SDS): <br /> •One 10-gallon container listed as containing"HW Paint Related"was labeled as non-hazardous waste. Paint <br /> related materials have previously been disposed of as hazardous waste as observed on uniform manifests. <br /> •One 10-gallon container listed as containing"Kerry Liquid"was labeled as non-hazardous waste. Kerry liquid is <br /> refined petroleum and is considered used oil when it becomes a waste. Used oil is a hazardous waste. <br /> •One 7-gallon container listed as containing "bleach"was labeled as non-hazardous waste. The SDS shows that it <br /> is"a strong oxidizer"and is"very toxic to aquatic life". Oxidizer waste is waste code D001. <br /> The following were missing labels: <br /> •One open box of seat belts was observed in the Hazardous Materials Processing Area. The area Operations <br /> Manager stated that this is a hazardous waste and has been stored there for 2 weeks due to not being picked up by <br /> their hauler. The box of seat belts was open and unlabeled. <br /> •One open box containing 2 containers of Western Powders gunpowder was observed in the Hazardous Materials <br /> Processing Area. The area Operations Manager stated that this is a hazardous waste and has been stored there <br /> for 2 weeks due to not being picked up by their hauler.The box of gun powder was open and unlabeled.This is a <br /> D003 reactive hazardous waste. <br /> •One open bag containing 2 bottles of Super Agitene 141 was observed in the Hazardous Materials Processing <br /> Area. The area Operations Manager stated that this is a hazardous waste and has been stored there for 2 weeks <br /> due to not being picked up by their hauler.The bag is open and unlabeled.This is a D018 hazardous waste. <br /> •One bag containing Victory Sanitizer was observed in the Hazardous Materials Processing Area.The area <br /> Operations Manager stated that this is a hazardous waste and has been stored there for 2 weeks due to not being <br /> picked up by their hauler.The bag was unlabeled. This is an oxidizer waste with code D001 and corrosive with <br /> waste code D002. <br /> •One 55-gallon drum of used oil was observed in the maintenance shop in the middle of the Hub without a label <br /> •Two open pails containing used oil were observed in the maintenance shop in the middle of the Hub without label. <br /> •One open jug containing used oil was observed in the maintenance shop in the middle of the Hub without a label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
