<br />On October 22, 2019, Alfred Martinez, the engineer, submitted a plan for an engineered system to repair the
<br />system failure. In the plan check letter, Steven 5 item that the engineer must do as required in the OWTS
<br />Standards. That letter was attached document that Alfred Martinez sent to Rod.
<br />2. On November 13, 2019, Sukreet did the 3 percolation test inspections under permit SR0081348. According to
<br />Sukreet, James Brwn (Jimmy) of Central Valley Septic did the reading, and the owner, Lal Toor, did the
<br />recording. Alfred Martinez, the engineer, was not on site. The owner did the perc rate calculation, and it was
<br />wrong. He divided the water drop by 30 min, instead of 30 min/water drop.
<br />3. On November 20, 2019, Steven emailed Alfred Martinez to inform him that the perc rate was calculated
<br />incorrectly. Following the EHD procedure, all three perc test would have perc rate of 0 min/inc. The EHD
<br />procedure #2 states "use the smallest reading of the four hour period to calculate percolation rate in minutes
<br />per inch". Alfred responded in the email that I forwarded to you earlier that he disagreed. He attached the
<br />percolation test procedure from 2002 and the percolation test rate form with the perc rate of 0.05 min/inch for
<br />all 3 test holes on the form that Sukreet signed on November 13, 2019. Steven spoke with Alfred Martinez on
<br />the phone that same day. Alfred Martinez was informed of the updated procedure. He agreed with Steven at
<br />that point. At any time did Steven tell Alfred that only the engineer could perform the perc test?
<br />4. On November 21, 2019, Lal Toor, the owner, edited the perc test rate form that Sukreet signed on November 13,
<br />2019, to have perc rate of 60 min/inch for Test hole #3 and Fail for Test hole #1 and 2. Did we tell the owner he
<br />could not alter the perc test rate form?
<br />5. On November 20, 2019, the owner and Paul of Central Valley Septic came to EHD to apply for another perc test
<br />permit but after speaking with Michael Kith who suggested adding the perc test to the existing permit they
<br />added one more test hole to the existing permit. That perc test was scheduled for 1 PM on November 25, 2019.
<br />Didn't you tell them at that time that the engineer was the only qualified professional who could perform the
<br />perc test?
<br />6. On November 25, 2019, Daria did the inspection. She arrived on site at 1 PM. Alfred Martinez was not on site at
<br />time of her arrival, the owner was on site. The owner informed Daria that the engineer went to lunch. Alfred
<br />Martinez arrived 20 minutes later. According to Daria, Alfred Martinez missed his 30 min reading interval. He
<br />started the new reading after he got back from lunch. He used the dip stick that Daria and he could not agree
<br />on the reading point; Daria read it at 1.5, he read it at 1.25. According to the picture, it was at 1.5.
<br />7. On November 26, 2019, Daria informed him that the EHD could not accept the perc test result because he did
<br />not follow the EHD procedure.
