3-5 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - MayJuly 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\revision track_july 2014\sec <br />3_revtr.doc <br />3.3.3 Standby Equipment <br />Personnel continually evaluate the need for additional equipment for efficient facility <br />operations. For situations that require standby, specialized, or additional equipment, <br />Forward first utilizes available equipment from the landfill’s operation. If this equipment is <br />not available, Forward will lease or rent the appropriate equipment from local contractors or <br />suppliers. Forward has established contract agreements with local contractors and <br />suppliers to provide equipment, as required. <br />These contractors are located within the greater Stockton area. In addition, equipment utilized <br />at the Forward Landfill can also be utilized in the event of multiple equipment failures. <br />3.3.4 Housekeeping <br />Housekeeping is accomplished by permanent employee duty assignments with daily <br />inspections to assure compliance. The RRF/Compost Facility does not accept or maintain <br />fuel drums or tires. The parts are stored in a trailer on the south side of the RRF building. <br />All of the equipment at the RRF/Compost Facility is needed for RRF/Compost Facility <br />operations. All inoperable equipment is promptly repaired. All scrap metal that is generated <br />via maintenance activities is salvaged. Loose materials and litter cleanup is performed on a <br />regular basis. The RRF/Compost Facility is screened from Austin Road on the south and <br />west sides by a 5-foot high vegetated earthen berm. <br />3.4 Materials Handling Activities <br />3.4.1 Confined Unloading <br />The unloading area will have appropriate signs and will be staffed by Forward personnel, <br />who will direct loads to the appropriate areas. The unloading areas are shown in Figure 2. <br />The load inspection process begins at the RRF. All loads are visually inspected for <br />prohibited waste in the green and wood waste screening and storagematerial sorting area. <br />If hazardous or prohibited wastes are detected, they must be removed by the <br />customer/hauler at their own expense by a licensed hazardous waste hauler and disposed <br />of at a licensed hazardous waste disposal site. If the customer that hauled the hazardous or <br />prohibited waste is not known, the area is marked off to limit access and site personnel are <br />restricted from that area. The San Joaquin County Office of Emergency Services and other <br />appropriate agencies are notified of the incident. The appropriate emergency service <br />agency will handle the containment of the hazardous waste. A hazardous materials <br />contractor will handle the cleanup, manifesting, and transportation to an approved facility. <br />All hazardous waste disposal incidents are documented and are reported to the DTSC, <br />RWQCB, LEA, and the State Office of Emergency Services. Documentation is maintained on- <br />site. If necessary, photographs are taken.
