1.0 INTRODUCTION AND PURPOSE <br />The Composting Facility at the Forward Inc. Resource Recovery Facility (RRF) <br />currently operates at the south eastern portion of the Forward Landfill Property and <br />coordinates with the operation of the existing RRF and the landfill facility. <br />Composting operations are detailed in the Report of Composting Site Information <br />(RCSI) (dated 2014). This Odor Impact Minimization Plan (OIMP) has been prepared <br />to meet the requirements of Title 14 of the California Code of Regulations (14 CCR), <br />Section 17863.4. This OIMP is intended to provide guidance to on-site personnel in <br />the handling, storage, and removal of compostable materials. <br />This OIMP will be maintained on-site and revised, as necessary, to reflect any <br />changes in the design or operation of Forward RRF/Compost Facility. <br />Facility Name: <br />Facility Location: <br />Mailing Address: <br />Land Owner: <br />Operator: <br />Contacts: <br />Odor Complaints: <br />Forward, Inc. Landfill/RRF Office (Working Hours) <br />(209) 982-4298 <br />Forward operates the RRF including transfer/processing building and separation <br />area, on the south eastern portion of the landfill property, in compliance with SWFP <br />No. 39-AA-0020. The Site Plan for the RRF and Composting Facility is shown on <br />Figure 1. The Composting Facility handles decomposable organic material including, <br />but not limited to, green material, green material mixed with food waste, food waste <br />(including ga rbage as defin ed in 11 GG~, Sect ion 17225.30), food processing <br />residue, biosol ids, mixed sol id ' .... aste, manure, mixed paper, ash , gri t/grease (an i mal <br />based), holding tanl~ pumping, cannery rinse water and agricultural wastes as <br />defined in14 CCR, Section 17852. The Gompost ing Faoility may a lso be operated as <br />a oooompost i ng fac il ity by the addition of bi osolids to the mate ri al during the <br />oompost i ng prooess . ~O't\'e ... e r, t he add ition of biosolids during the composting <br />process does not currently occur. The end product of the composting process can be <br />used as a topsoil amendment, mulch, or a soil conditioner for various applications. <br />The permitted peak daily tonnage for the Forward Landfill and RRF (comb i ned), <br />including the compost operation, is currently 46,080 tons per week (not to exceed <br />8,668 tons per day [tpd]). The total permitted throughout for the RRF is 3,080 tpd <br />and the total maximum daily tonnage for the Compost Facility is 1,100 tpd.
