1-4 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 1.doc <br />cargo transfer and storage facility, is located approximately one mile northeast of the landfill <br />site, along the railroad main lines. <br />Composting operations are not conducted over any portion of the Forward Landfill existing <br />waste fill. However, the composting facility is located on an area permitted for future WMUs. <br />1.3 Quantity of Materials to be Accepted <br />The Compost Facility handles any decomposable organic material as allowed under WDR <br />Order No. R5-2014-0006 including, but not limited to, green material, green material mixed <br />with food waste, food waste, food processing residue, manure, mixed paper, cannery rinse <br />water, and agricultural wastes, as defined in Title 14 (Chapter 3.1, Article 1, Section 17852) <br />of the California Code of Regulations (CCR). Compost may be marketed off-site as a product <br />or utilized on-site as a soil amendment with prior approval by the LEA. Further definition of <br />these wastes is described below: <br />♦ Green Material means “any plant material that is separated at the point of <br />generation, contains no greater than 1.0 percent of physical contaminants by weight, <br />and meets the requirements of Section 17868.5. Green material includes, but is not <br />limited to, yard trimmings, untreated wood wastes, natural fiber products, and <br />construction and demolition wood waste. Green material does not include food <br />material, biosolids, mixed solid waste, material processed from commingled <br />collection, wood containing lead-based paint or wood preservative, mixed <br />construction or mixed demolition debris.” <br />♦ Food Material means “any material that was acquired for animal or human <br />consumption is separated from the municipal solid waste stream, and that does not <br />meet the definition of "agricultural material." Food material may include material <br />from food facilities as defined in Health and Safety Code, Section 113785, grocery <br />stores, institutional cafeterias (such as, prisons, schools and hospitals) or residential <br />food scrap collection.” In addition, the composting facility also handles food <br />processing residue as feedstock. <br />♦ Manure is an agricultural material and means "accumulated herbivore or avian <br />excrement. This definition shall include feces and urine, and any bedding material, <br />spilled feed, or soil that is mixed with feces or urine. " <br />♦ Mixed paper is paper contaminated by organics suitable for composting that is not <br />suitable for direct recycling or paper that is used as a bulking agent. <br />♦ “Cannery Rinse Water” is produced from the cleaning of produce in preparation for <br />canning, from the cleaning of equipment, and from the actual canning process. The <br />rinsate water contains approximately one to two percent solids. For additional <br />information regarding cannery waste operations at the Forward Landfill, as well as <br />operational procedures and BMPs, refer to Waste Discharge Requirements (WDR) <br />Order No. R5-2014-0006 (see Appendix A). <br />♦ Agricultural waste “include wastes resulting from the production and processing of <br />farm or agricultural products, including manures, pruning and crop residues wherever <br />produced.” <br />The Compost Facility receives waste from municipalities and commercial self haulers. The <br />facility is designed to process the maximum volume of feedstock based on the available
