2-1 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 2.doc <br />2.0 COMPOST PROCESSING SITE DESIGN, MONITORING, AND SITE IMPROVEMENTS <br />Composting operations will not occur on an existing or closed landfill; however, the Compost <br />Facility is located on an area permitted for future WMUs. All composting operations will <br />cease in this area when Forward begins development of the WMUs in this area. <br />2.1 Composting Site Design <br />The design of the Compost Facility is discussed in the following sections. <br />2.1.1 Site Plan <br />Onsite. This section describes the ancillary facilities for the site as a whole, inclusive of the <br />Forward Landfill, RRF and Compost Facility. The RRF and Compost Facility are shown on <br />Figure 2. <br />Water. There are four production water wells at the Forward Landfill/RRF/Composting <br />Facility site. One well, located near the main entrance to the landfill was drilled to a depth of <br />approximately 135 feet and groundwater occurs at a depth of approximately 70 feet. This <br />well was likely installed before the opening of the landfill, having been previously used for <br />agricultural purposes. It is pumped at a rate of approximately 1500 gallons per minute <br />(gpm) at a maximum frequency of approximately 27 times during a typical work day. <br />Another well is located south of the South Fork of South Littlejohn’s Creek, in the southeast <br />corner of the RRF/Compost Facility area, and has a capacity of 500 gpm. The third well is <br />located along the northern boundary of the landfill. This well was installed in 1972 and has <br />a production of approximately 60 gpm. The fact that groundwater flow near the Forward <br />Landfill is not modified by pumping from this well suggests that it is screened in a confined <br />unit below the uppermost groundwater units that are monitored at the site. The fourth <br />production well is located along the eastern boundary of the site, just south of the entrance <br />to the RRF/Compost Facility. The locations of the wells located in the RRF/Compost Facility <br />area is shown on Figure 2. <br />On-site water uses include site construction and waste disposal operations, the RRF and <br />compost operations mainly utilize water for dust control, compaction, irrigation, equipment <br />maintenance operations, sanitary facilities, fire fighting, and emergency situations. Bottled <br />water is provided for drinking. <br />Sanitary Facilities. There are no on-site sewage disposal system or leach lines. Portable <br />toilets are provided at the site to provide sanitary facilities, which are serviced daily or as <br />needed. Two portable toilets are located adjacent to the landfill office, two are located a t <br />the RRF, two are in the maintenance yard, and two are located near the working face. Hand <br />washing facilities are located in each portable toilet and an additional facility is located near <br />the office trailer. The locations/quantities of portable toilets will change with daily <br />operations as the site is developed. <br />Electricity. PG&E provides primary electric service to the site. Electric power is provided to <br />the office trailers and onsite pumping facilities. There is night/security lighting at the landfill <br />and RRF/Composting Facility entrances. <br />Communications. The telecommunications provider delivers telephone service to the site. <br />The site offices and key site personnel have phones. The site has five telephone lines for
