WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2014-0006 -2- <br />FORWARD INC. AND REPUBLIC SERVICES INC. <br />FORWARD CLASS II LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />used in revising these waste discharge requirements (WDRs). The ROWD contains the <br />applicable information required in Title 27. The ROWD/JTD and supporting documents <br />contain information related to this revision of the WDRs including the following: <br />a. Modify LCRS base grades east of WMU FU-06; <br />b. Approve the ET alternative final cover design for subsequent phases of closure <br />construction based on the performance of the alternative final cover demonstration; <br />c. Update inorganic concentration limits; <br />d. Update monitoring parameters and network; <br />e. Revise soil pore gas monitoring requirements to include field screening techniques <br />and collect gas samples only when methane exceeds 5 percent; <br />f. Land application of cannery waste; and <br />g. New requirements for an existing composting operation. <br />5. On 14 March 2003, the Central Valley Water Board issued Order No. R5-2003-0049 in <br />which the landfill waste management units at the facility were classified as a Class II or <br />Class III units for the discharge of municipal solid waste and designated waste. This <br />Order continues to classify the landfill units as Class II or Class III units in accordance <br />with Title 27. <br />6. The existing and future landfill units authorized by this Order are described as follows: <br />Unit Area <br />(acres) <br />Liner/LCRS1 Components2 Unit Classification & <br />Status <br />A 8.0 Four trenches with a compacted clay liner and <br />dendritic LCRS. Designated and hazardous waste. Class I, Closed in 1989. <br />B-North 2.8 Unlined – construction debris and inert waste. Class III, Inactive since <br />1986. <br />B 12.1 Unlined – nonhazardous solid waste. Class III, Inactive <br />D-87 2.5 Two feet CCL base with a dendritic LCRS. Class III, Inactive overlain <br />by later units. <br />D-88N, -88S 4.6, 1.5 Four feet CCL base, with a dendritic LCRS Class II, Inactive overlain <br />by later units.
