WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2014-0006 -10- <br />FORWARD INC. AND REPUBLIC SERVICES INC. <br />FORWARD CLASS II LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />is not subject to Title 27 regulations so long as the operation continues to meet the <br />composting related requirements of this Order. <br />CANNERY WASTE <br />30. The Discharger proposes to land apply cannery waste on 75 acres north of the former Austin <br />Road Landfill unit (Attachment B). The waste is composed of two materials: cannery residual <br />material including whole fruits, vines, leaves, pomace, culls, peels and seeds; and cannery <br />rinsate including rinse water and mud. The waste may contain trace amounts of cleansers <br />and sanitizers used in the canning process. Cannery waste is nonhazardous decompostable <br />waste that when land applied as a soil amendment under appropriate BMPs may be exempt <br />from the containment provisions of title 27. Title 27 Section 20090(f) states in part: “Soil <br />Amendments – Use of nonhazardous decompostable waste as a soil amendment pursuant <br />to applicable best management practices, provided that RWQCBs may issue waste <br />discharge or reclamation requirements for such use.” The discharge is seasonal from late- <br />June to early-November. Excess cannery residual material may be treated in the compost <br />facility; excess cannery rinse water may be discharged to a Class II surface impoundment. <br />SITE DESCRIPTION <br />31. Forward Landfill is situated in the eastern San Joaquin Valley on relatively flat terrain with <br />pre-landfill surface elevations ranging from 30 to 40 feet above mean sea level (MSL). The <br />existing Solid Waste Facility Permit allows landfilling to a maximum elevation of 210 feet <br />MSL. The North Fork of South Littlejohns Creek forms the north and west boundaries of the <br />Austin Road unit and drains the north half of the combined landfill area. The South Fork of <br />South Littlejohns Creek separates the old Forward units and the composting/materials <br />recycling area and drains the south half of the combined landfill area. <br />32. Land uses within one mile of the facility include agriculture, industrial and residential. The <br />Stockton Metropolitan Airport is approximately one mile to the west, the Northern California <br />Youth Correction Center is approximately 1,900 feet to the north, and the BNSF Intermodal <br />Facility is approximately one mile to the northeast. There are three residences within one <br />half mile of the landfill. <br />33. There are 35 domestic, industrial, or agricultural groundwater supply wells within one mile of <br />the facility. <br />34. The site is underlain by lenticular deposits of clay, silt and sand with minor gravel of the <br />Pleistocene Victor Formation. The closest fault, the Tracy-Stockton Fault Zone is <br />approximately 6.5 miles to the northwest. <br />35. The measured hydraulic conductivity of the uppermost aquifer underlying the landfill units <br />ranges between 2 X 10-2 and 2 X 10-3 centimeters per second (cm/s).
