WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2014-0006 -28- <br />FORWARD INC. AND REPUBLIC SERVICES INC. <br />FORWARD CLASS II LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />8. The Discharger shall implement the following BMPs for cannery waste: <br />a. The ground surface shall be prepared prior to the application of waste. <br />b. Waste shall be spread thinly, no more than 3 inches deep, to ensure complete <br />drying within five days. <br />c. Waste shall be turned twice daily with a cultivating device to facilitate drying. <br />9. The Discharger shall monitor the cannery waste application area as required in MRP <br />No. R5-2014-0006. <br />10. The Discharger shall record average total nitrogen content and total wet weight for <br />wastes and calculate the total mass of nitrogen applied in pounds per acre on a <br />weekly basis. Cannery Waste application shall be managed so that nitrogen is evenly <br />applied across the application area and no one area becomes a nitrogen hot-spot. At <br />the end of the waste application season, the total mass of nitrogen applied per acre <br />shall be calculated and a crop shall be planted, grown and harvested that will remove <br />100% of the total mass of nitrogen applied over the season. Failure to remove by <br />cropping 100% of the total mass of nitrogen applied is a violation of this Order. The <br />annual total nitrogen load shall not exceed 300 pounds per acre, unless a site specific <br />loading rate is established by a Nutrient Management Plan approved by the Executive <br />Officer. <br />11. Discharge of cannery wastes to the land application area shall not cause groundwater <br />to: <br />a. Contain waste constituents in concentrations statistically greater than background <br />quality; <br />b. Exhibit a pH of less than 6.5 or greater than 8.4 pH units; or <br />c. Contain taste or odor-producing constituents, toxic substances, or any other <br />constituents in concentrations that cause nuisance or adversely affect beneficial <br />uses. <br />12. Discharge of cannery wastes to the land application area, the compost facility or the <br />surface impoundments shall not degrade groundwater above background conditions <br />or cause nuisance conditions as defined by the California Water Code Section <br />13050(m). <br />13. Cannery rinsate may be discharged to the compost facility if the Discharger <br />demonstrates to the satisfaction of Water Board staff that cannery rinsate does not <br />cause nuisance odors or attract vectors, and the Executive Officer approves the <br />discharge in writing.
