MONITORING AND REPORTING PROGRAM NO. R5-2014-0006 <br />FORWARD INC. AND REPUBLIC SERVICES INC. <br />FORWARD CLASS II LANDFILL <br />SAN JOAQUIN COUNTY <br />5 <br />Monitoring results for the unsaturated zone shall be included in monitoring <br />reports and shall include an evaluation of potential impacts of the facility on the <br />unsaturated zone and compliance with the Water Quality Protection Standard. <br /> <br />3. Leachate Monitoring, Seep Monitoring, and Annual LCRS Testing <br /> <br />Leachate Monitoring: The Discharger shall operate and maintain the leachate <br />collection and removal system (LCRS) sumps, conduct monitoring of any <br />detected leachate seeps, and conduct annual testing of each LCRS in <br />accordance with Title 27 and this monitoring program. <br /> <br />The current LCRS leachate sump monitoring points are: <br /> <br />Mon Pt. If leachate is detected in a previously dry sump, the <br />Discharger shall verbally notify Central Valley Water Board staff within seven <br />days and shall immediately sample and test the leachate in the sump for Field <br />and Monitoring Parameters listed in Table III. Leachate in the LCRS sumps <br />shall be sampled for all parameters and constituents in accordance with the <br />frequencies listed in Table III when liquid is present. All LCRS sump samples <br />shall be analyzed for the 5-year COCs specified in Table III every five years, <br />beginning again in 2018. <br /> <br />Seep Monitoring: Leachate that seeps to the surface from a landfill unit shall <br />be sampled and analyzed for the Field and Monitoring Parameters listed in <br />Table III upon detection.
