3-1 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 3.doc <br />3.0 COMPOSTING FACILITY OPERATIONS <br />Forward does not plan to locate or operate the Compost Facility on closed portions of the <br />landfill. Forward operates a landfill on land north of the South Fork of South Littlejohn’s <br />Creek. <br />3.1 Introduction <br />The Compost Facility uses the method of composting as discussed in Section 1.3.1. A <br />detailed operating description is listed in Section 3.4 of this RCSI. The RRF and Compost <br />Facility are permitted to operate between the hours of 6:00 a.m. to 6:00 p.m. Monday <br />through Saturday. However, the RRF is open to receive materials from commercial <br />customers Monday through Friday from 7:00 a.m. to 4:30 p.m. In addition, ancillary <br />operations are also conducted on Saturday from 6:00 a.m. to 2:30 p.m. No equipment <br />maintenance or operation is performed outside of the permitted hours of operation. <br />Forward Inc. will provide 30 days prior notice to the LEA for any proposed change within the <br />limitations of the current SWFP (i.e., not an extension of hours). A proposed change (i.e., <br />extension) to these hours of operation would require a SWFP revision. The site is closed on <br />Sundays, as well as on Christmas Day and New Year's Day. In addition, the business hours <br />for the company office (in Stockton) are from 8:00 a.m. to 5:00 p.m. Monday through Friday. <br />3.2 Facility Personnel <br />3.2.1 Availability <br />All employees are placed on a 6-month review period ("probation") at hire. The onsite <br />personnel (including employees currently under review) consist of the following staff: <br />1 Operations manager <br />2 Equipment operators (duties also include general labor) <br />2 Laborers <br />1 Water truck driver <br />- Temporary laborers, as needed <br />Additional personnel will be added on an as-needed basis when, and if, a demand arises. <br />Exact numbers of additional personnel are not known at this time. <br />3.2.2 Training <br />Staff training generally consists of on-the job training under the supervision of someone <br />experienced in the various aspects of the skills being taught. All personnel assigned to the <br />operation shall be trained in subjects pertinent to operations and maintenance, physical <br />contaminants and hazardous materials recognition and screening, with emphasis on odor <br />impact management and emergency procedures in accordance with 14 CCR, Section <br />17867.5. Potential hazards and safety procedures are stressed. Currently, there are daily, <br />weekly, and monthly meetings in addition to any "as needed" meetings. The daily meetings <br />consist of health, safety, and current operational issues. The weekly meetings include <br />health and safety discussions and videos, when available. The monthly meetings consist of <br />1 hour training (equipment, regulatory, etc.) sessions.
