Forward Compost Facility – OIMP 7 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\appendices\app e-oimp\oimp
text.doc; 7/18/2014
There are four production water wells at the site. One well, located near the main
entrance facility was drilled to a depth of approximately 135 feet and groundwater
occurs at a depth of approximately 70 feet. The well was likely installed before the
opening of the landfill, having been previously used for agricultural purposes. It is
pumped at a rate of approximately 1,500 gallons per minute (gpm) at a maximum
frequency of approximately 27 times in a typical working day. Another well is located
south of the South Fork of South Littlejohn’s Creek in the southeast corner of the RRF
and Compost Facility area, and has a capacity of 500 gpm. The third well is located
along the northern boundary of the former Austin Road Landfill. This well was
installed in 1972 and has a production of approximately 60 gpm. The fact that
groundwater flow near the existing Forward Landfill is not modified by pumping from
this well suggests that it is screened in a confined unit below the uppermost
groundwater units that are monitored at the site. The fourth production well is
located along the eastern boundary of the site, just south of the entrance to the
Compost Facility/RRF. The locations of the wells located in the Compost Facility/RRF
area is shown on Figure 1. Since water will only be added to the compost to maintain
adequate internal moisture, significant leachate generation is not anticipated.
There is no on-site wash water generated. Therefore, no wastewater is generated;
however, should some be generated it will be collected and discharged to the Class II
surface impoundment utilized as a leachate pond.
3.8 MATERIAL PROCESSING, HANDLING, AND STORAGE PRACTICES
3.8.1 Processing
3.8.1.1 Feedstock
The Compost Facility will operate between the hours of 6:00 a.m. to 6:00 p.m.
Monday through Saturday and is closed on Sundays and on Christmas Day and New
Years Day. During the week, the RRF accepts materials up until 4:00 p.m. in order to
process and/or cleanup prior to 6:00 p.m. Odors are controlled by processing and
removing the material as soon as possible after being brought into the RRF. Odors
are not anticipated from the materials since it will be stored for no more than 48
hours.
3.8.1.2 Processed Material
Incoming material undergoes preprocessing to remove any visible contaminants.
Loads are visually inspected at the RRF and will be manually sorted in the processing
area. A magnetic separator is utilized to extract nails and other ferrous contaminants
from the green waste material after it has been shredded.
The compost process time is projected to be between approximately 4 to 12 weeks,
depending on the compost product quality. The curing process will take
approximately 1 to 6 months.
