3-6 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 3.doc <br />RRF and compost operations, the traffic would increase but under no circumstances will the <br />operator allow the maximum traffic volume to exceed 620 vehicles per day. <br />Material unloading areas were designed so that the northwest prevailing winds direct any <br />windblown particles into the material stockpile or perimeter site fencing, rather than away <br />from it. Facility staff regularly inspect and remove any windblown litter. <br />3.4.2 Material Preparation <br />An integral part of composting operations is the grinding of incoming green and wood waste <br />materials for size reduction. An operator is stationed by the equipment during all material <br />grinding to ensure that the operation is conducted in a controlled and safe manner. The <br />grinding is conducted in the green and wood waste grinding area, as shown on Figure 2. <br />Facility grinders are equipped with locking controls to prevent unauthorized use. <br />3.4.3 Cleaning <br />Compost Facility staff inspect the site on a daily basis to remove any windblown litter. All <br />trucks must be tarped entering and exiting the facility (also tarped during transportation of <br />waste). Incoming loads are only allowed to untarp and tarp at the active unloading area. <br />This policy will be strictly enforced. An ongoing daily litter collection program to minimize <br />litter in areas surrounding the landfill property including the RRF and compost operation. <br />Landfill personnel regularly patrol the landfill property perimeter and pick up litter blown <br />from the working areas on a daily basis. If additional assistance is required beyond site <br />personnel, temporary laborers are hired. The personnel should not only collect litter from <br />the facility, but also the facility entrance, public roads, and adjoining property, provided the <br />property owner will allow access. Litter is collected as far north as the intersection of Austin <br />Road and Arch Road, and as far south as French Camp Road and Austin Road on a daily <br />basis. All litter is collected along this section of the road. Litter caught on the fences is <br />removed daily or as necessary. The processing area, including the interior of the tub grinder, <br />is cleaned daily at the end of each shift. <br />General cleaning of the Compost Facility pad, outdoor operations and storage areas is <br />accomplished by permanent employee duty assignments with daily inspections to assure <br />compliance. <br />Loose materials and litter cleanup is accomplished by permanent employee duty <br />assignments augmented with temporary personnel as needed. D aily inspections are <br />conducted to maintain compliance. <br />3.4.4 Load Checking <br />As also discussed in Section 3.4.1, incoming loads are inspected upon entrance at the <br />facility in accordance with the Load Checking Program. Load checks of feedstocks are <br />performed at the material sorting area as required by 14 CCR, Section 17867(a)(3). In <br />addition, incoming loads are also checked for hazardous or prohibited materials at the <br />facility. The number of load checks performed and loads rejected will be documented by <br />facility personnel in accordance with 14 CCR, Section 17869(e). Load check records are <br />maintained at the RRF/Compost Facility office.
