Compost facility operating personnel are provided with <br />goggles and respirators. <br />3.6.5 Litter Control <br />Forward conducts an extensive litter collection program on a daily basis to minimize the <br />impact of litter on the site and on the surrounding area. Landfill personnel regularly patrol <br />the landfill perimeter and pick up litter blown from the working area on a daily basis. If <br />additional assistance is required beyond site personnel, temporary laborers will be hired. <br />The personnel should not only collect litter from the facility, but also the facility entrance, <br />public roads, and adjoining property, provided the property owner will allow access. Litter is <br />collected as far north as the intersection of Austin Road and Arch Road, and as far south as <br />French Camp Road and Austin Road on a daily basis. All litter is collected along this section <br />of the road. Litter caught on the fences will be removed daily or as necessary. All incoming <br />loads are required to be covered. Crews are assigned to collect litter in remote areas of the <br />site during periods in which weather conditions cause litter to accumulate in these areas <br />and along South Austin Road. <br />Once collected, the litter is transported to landfill. Collection and transfer vehicles are <br />required to be covered to prevent litter along roadways. <br />3.6.6 Nuisance Control <br />Site operations are conducted in a safe and sanitary manner. The site is located in a rural <br />area surrounded by largely unpopulated, agricultural land. Drought tolerant trees and <br />shrubs, and grasses are used in landscaping to conform with the natural vegetation of the <br />area. Screening vegetation is utilized around the RRF/Compost Facility. <br />If the RRF/Compost Facility accepts any wastes in the future that might pose a nuisance, <br />appropriate measures will be added to the station controls. <br />Forward is responsible for meeting all permit conditions and regulatory requirements. <br />Specific nuisance control measures are addressed individually in this section. <br />Fire control equipment and control measures are discussed in Section 5.5. <br />3.6.7 Traffic Control <br />See description of traffic control included in Section 1.4, as well as Figure 5. <br />3.6.8 Aspergillus <br />Forward follows good housekeeping practices, regular watering, and controlled screening to <br />minimize the propagation, harborage, or dispersal of any and all airborne microorganisms, <br />including Aspergillus fiumagarur and Aspergillus flavus.
