5-3 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 5.doc <br />constantly supervised. There is no hazardous contact between the public and the <br />RRF/Compost Facility. <br />The RRF/Compost Facility is designed so that facility users have minimum contact with <br />processing equipment and materials. The vehicle unloading areas are located on the <br />opposite side of the material stockpile, so that the front-end loader removes material from <br />the far side of the stockpile, away from facility users. The RRF/Compost Facility will have <br />signs posted to direct traffic to the stockpiles and away from other areas of the facility. The <br />RRF/Compost Facility is staffed during all hours that the grinder is operating. The grinder is <br />equipped with a locking mechanism to prevent unauthorized use. Facility users (customers) <br />are not authorized to access the waste material storage area. Residues are removed only by <br />properly licensed parties approved by Forward. <br />5.7 Safety Equipment <br />In addition to the firefighting equipment, the following emergency equipment is maintained <br />at the site (landfill and RRF/Compost Facility) at all times: <br />♦ Industrial first-aid kits located in the landfill office trailer, RRF/Compost Facility office, <br />and maintenance area; <br />♦ Personal protective equipment (reflective vests, etc.): <br />♦ Disposable respirators/filtration masks; <br />♦ Gloves; <br />♦ Hard hats; <br />♦ Safety glasses; <br />♦ Chemical-resistant coveralls; <br />♦ Hearing protection; <br />♦ Specialized equipment, as necessary, depending on the areas being <br />worked in; <br />♦ Portable eyewash located in the locker area of the maintenance area; <br />♦ Decontamination shower located in the maintenance area with a 250-gallon <br />capacity; <br />♦ Backup generator; <br />♦ Seven Honda water pumps; and <br />♦ Strobe lights are utilized during any operation period in the dark. <br />5.8 Power Failure <br />All of the Compost Facility's processing equipment will be diesel powered, and thus not <br />subject to power failure. Backup generators will be maintained on-site to provide power to <br />the RRF/Compost Facility office trailer and the landfill’s administration office during power <br />outages.
