2-1 <br />2.0 TRANSFER STATION INFORMATION <br />2.1 Transfer Station Activities (14 CCR. Section 18221.6 (d)) <br />The following sections describe the activities conducted at the RRF from materials receiving <br />to transfer of refuse/recyclables off-site as required by in accordance with 14 CCR, Section <br />18221.6 (d). <br />2.1.1 Materials Receiving <br />Trucl~s with recyclable loads go direotly to the RRF. Incoming collection vehicles and private <br />self-haul vehicles enter the facility through the RRF's entrance gate at Austin Road. The RRF <br />transfer facility is located south of the entrance facility. The RRF has one scalehouse and a <br />scale. It should be noted that the landfill has separate scalehouse /scale facilities. <br />Incoming loads are weighed or measured and then directed to the appropriate <br />unloading/tipping areas. In addition . all incoming loads have their city of origin . material <br />type , and tonnage recorded in the scale's computer database. An initial visual inspection for <br />the presence of prohibited wastes is also conducted. Commercial vehicles and larger trucks <br />bring mixed rec yclables to the transfer facility. These loads are required to be covered to <br />prevent litter nuisances. These loads are spot checked routinely in accordance with the <br />facility's approved prohibited waste screening plan through random load checks conducted <br />by trained station personnel. Based on the type of material being delivered within the <br />incoming loads, they are directed to designated unloading areas located within the transfer <br />station building and outside of the building. After tipping. vehicles exit via the RRF main <br />gate (see Figure 7l.At the RRF, the operator or laborers direct the trucl~s to the scale and then <br />to the un loading area. The RRF maintains records of inooming materia ls in tons , <br />2.1.2 Unloading <br />Facility personnel directs all vehicles to the unloading area in the transfer station building or <br />other appropriate unloading areas outside of the transfer station building The unloading areas <br />are-~shown on Figure..l-6. Trucks back up to the west side of the transfer station building. <br />which is the only side open for the whole width of the building (120 feet). All incoming <br />recyclables and/or ' .... astes are unloaded on the floor ef-inside the RRF building. affording <br />additional control for windblown materials. The operator maintain five bins for residual waste <br />that ma y be in rec yclables or green waste loads . as well as two bins for oversized compost. <br />!!AII wood and green !! materials are unloaded in the wood grinding area ~ which is confined to an <br />area approximately 100 feet by ±§.G40 feet and 12 feet high, as specified by the local fire <br />department and oQounty permits.
