3-9 <br />hauled by a registered waste hauler. under manifest. to an a pp roved facility . <br />Hazardous wastes that are found after the hauler has left the site are moved to the <br />hazardous waste storage locker for temporary (less than 90 days) storage prior to proper <br />offsite disposal. The storage locker is a special chemical storage building that is kept <br />locked. Wastes are removed from the locker before any waste has been stored for 90 da ys. <br />or once the locker reaches 90 percent of its capacity. which ever happens first. Containers <br />of hazardous waste are labeled with the customer's name and the date and time of delivery. <br />Unacceptable wastes that are discovered after the hauler has left are moved awa y from the <br />working area , contained or covered , and marked with the waste and generator information . <br />if known. If the customer that hauled the hazardous or unacceptable waste is known, the <br />RRF notifies them that the waste must be removed by an appropriate haulertfleffi and <br />disposed of at a n appropriately licensed site. If the customer refuses, Forward Inc. contracts <br />with a hazardous waste hauler to remove and dispose of the waste properly and bills the <br />customer for the costs. <br />If hazardous materials are discovered that are not containerized such that reloading of the <br />waste onto the vehicle is not possib le, the area is marked off to limit access and all <br />employees evacuate the spill area. The San Joaquin County Office of Emergency Services <br />and other appropriate agencies are notified of the incident. The appropriate emergency <br />agency will handle the containment of the spill by site personnel or an appropriatel y licensed <br />private contractor. A hazardous materials contractor will handle the cleanup, manifesting, <br />and delivery of the spilled materials to an approved facility. <br />All hazardous waste disposal incidents are recorded on the load checking sheet and are <br />reported to the Department of Toxic Substances Control (DTS q , Regional Water Duality <br />Control Board f RWQCB1, LEA, and the Governor's Office of California Emergency Management <br />Agency Ser't'ioes Warning Center. <br />The load checking program is explained in detail to all site personnel who are involved with <br />load inspections including the scalehouse attendant, load inspectors, transfer station <br />workers, and equipment operators. These employees also attend the Cal OSHA Hazardous <br />Waste and Emergency Response Course taught by the UG Berl(Q ley labor and Occupat ional <br />Hea lt h Program through the Schoo l of Publio Health . The course emphasizes familiarity with <br />the types of containers and labels typically used for hazardous wastes and other hazardous <br />materials. The course is repeated annually and -;-Ag il new employees are enrolled in the <br />course at the earliest available class after their hire. In add ition , personnel are tra i ned in <br />cardiopulmonary resuscitation, first-aid, and respirator use.
