1-2 <br />1.4 Site Location (14 CCR. Section 18221.6 (b)) <br />The phys ical site address is 9999 South Austin Road, Manteca, California. The RRF is <br />located in the southeastern corner of the Forward Landfill property. The site is located in <br />Section 3 of Township lS, Range 7E of the Mount Diablo Baseline and Meridian as shown <br />on Figure 1. The Assessor's Parcel Number for the RRF is 201-060-03. The RRF serves <br />various cities (Le .. Stockton . Lathro p. and Manteca ) within the San Joaquin County, as well <br />as surroundin g communities within Sacramento and Stanislaus counties. <br />1.5 Site Plan and Description (14 CCR. Section 18221.6 (c) and (f)) <br />The RRF is a large volume transfer station facility located on the Forward Landfill property. <br />The 744 acre Forward Landfill pro perty consists of 744 acres . of which 552 acres are <br />desi gnated for refuse fill (footprint). The remainin g areas are for ancilla ry facilities and <br />buffer areas. The Forward Landfill consists of waste management units (WMUs), the RRF <br />(including the Compost Facility), entrance facilities, the South littlejohn's Creek easements, <br />road right-of-ways (Austin Road and Newcastle Road), wildlife preserve and floodplain, <br />triangular parcel, a buffer area, and the parcel known as the California Youth Authority (CYA) <br />(because it is located adjacent to the CYA), (see Site Plan in t he Join t Teohn ica l Document <br />{:JT&B . The RRF is currently permitted for a total of 33.23 acres, with 10.64 acres utilized <br />for transfer operations and 22.59 acres for composting operations. Operations at the RRF <br />are permitted by the current SWFP No. 39-AA-020 and the Use Permit Number UP-OO -7, <br />dated April 2003. <br />The facility was designed to accept municipal solid waste for processing and transfer, <br />including recovery of plastic, glass, cardboard, newspapers and paper, ferrous and <br />nonferrous metals, weOO, and other non-hazardous, inert materials (such as foam). <br />Residual waste is transferred for disposal at the Forward Landfill. The rec yclable materials <br />stora ge st oo l ~p i le area within ef the RRF build i ng expands and contracts depending upon the <br />amount of materials received. The RRF facility has an office trailer and employee trailer, an <br />in-ground scale and scalehouse, a separate entrance/exit, portable sanitary facilities, gravel- <br />based parking areas for employees and vis itors, a trailer with spare parts and RRF <br />equipment, a storage bins area (for muniCipal solid waste [MSW] and oversized compost), <br />and a 500-gallon per minute (gpm) pump that feeds a 10,000-galion pressurized water tank <br />(see Figure 2).
