2-2
transfer trailers for transport to a permitted recycler. There are no peak loading periods at the
RRF. However, when the building is at capacity, incoming loads are not accepted until there is
sufficient capacity to handle the load. Except for mixed recyclables and green and wood
waste, no incoming loads are stored anywhere else except inside the RRF building. Residual
municipal solid waste is not stored for longer than 48 hours. Residual materials are stored
in one of five bins. The transfer station has the capacity to store approximately 200 to 500
tons (depending on the density of the material) of recyclables within the structure. This
storage capacity is sufficient to handle periods during the operating day when the incoming
tons per hour rate exceeds the rate of outgoing tons per hour.
2.1.4 Materials Removal
When a full shipment of recycled materials is ready, it is transported to a secondary materials
market. The remaining unrecyclable wastes are loaded into drop boxes or transfer trailers and
transported to the landfill for disposal. These non-recoverable materials are removed as
necessary. None of the materials are hazardous or pose a health risk.
Mixed recyclables collected by route trucks are received at the transfer station. These
materials are loaded onto large transfer trailers and hauled to a permitted recycler by an
independent waste hauler. All materials are transported on Department of Transportation
(DOT) approved vehicles.
Under normal operations, wastesjrecyclables are processed within 24 hours. The maximum
residual municipal solid waste storage in the RRF building will be 48 hours or less depending
on available storage capacity as required by 14 CCR, Section 17410.1(a)(2).
2.2 Hours of Operation (14 CCR. Section 18221.6 (e))
The RRF is not open to the public. The current operating hours are dependent upon the
combined quantity of waste accepted at both the RRF and Forward Landfill. When the
combined maximum tonnage reaches 8,668 tons during an operating day, the RRF and the
landfill will close . The current permitted hours of operation for the RRF are from 6:00 a.m.
to 6:00 p.m., Monday through Saturday. However, the RRF is open to receive materials from
commercialprivate customers Monday through Friday from 7:00 a.m. to 4:30 p.m. In
addition, ancillary operations are also conducted on Saturday from 6:00 a.m. to 2:30 p.m.
During the week, the RRF accepts materials up until 5:00 p.m. in order to process, clean up,
or both, before 6:00 p.m. The site is closed on Sundays and two holidays per year (New
Year's Day and Christmas). The business hours for the company office (in Stockton) are
from 8:00 a.m. to 5:00 p.m., Monday through Friday. No equipment maintenance or
operation is performed outside of the permitted hours of operation. Forward Inc. will provide
30 days prior notice to the LEA for any proposed change within the limitations of the current
SWFP (Le., not an extension of hours). A proposed change (Le., extension) to these hours of
operation would require a SWFP revision.
Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report -Mayluly 2014
z:\projects \alli ed waste \f orwardVesource recovery facility \5 yr permit rvw 2013-14\tpr 2014\text\sec2.doc
