3 -5
3.1.5.1 Materials Processing and Sorting
Current operations at the RRF include green and wood ' .... aste processing and the transfer of
mixed recyclables. The following is a description of the current operational procedures.
Wood Sorting Operat ion
Wood waste , lum ber, and/or brush are placed in the wood waste sorti ng area to remove any
res idua l waste and then it is moved to the gr i nd i ng area . The material is ground and
processed in the wood grinde r and utilized fo r compost mate ri a l. The wood stoc l ~pi l es are
l im ited to a 1 00 foot by 40 foo t area, 12 feet high , as spe cified by the loca l fire department.
The wood grinding operat ioAs are a m i nimum 100 fuet from the RRF bui lding.
Recyclables Operation
At this time, no recyclables sorting operations are performed at the RRF. However, if the
recyclables sorting operation is implemented again then wood, cardboard, plastic, paper and
newspaper, glass, and metals will be segregated from the waste stream. Mechanized sorting
may be done to process the recyclables. Currently, no sorting equipment is in-place within the
RRF building. When a full shipment of a specific material is ready, it will be loaded onto a large
transfer trailer for hauling to a permitted recycler. The remaining residual wastes will be
loaded into the MSW bins and transported to Forward Landfill for disposal. None of the
material transfer activities will interfere with other operations or the traffic flow.
Recyclable Materials Transfer Operations
At this time, the station area is only being used to transfer mixed recyclable material. During
recyclables transfer operations, no separation or sorting of recyclables is performed. The
route trucks hauling the mixed recyclables unload inside the RRF transfer building and then
the materials are loaded onto large transfer trucks for hauling to a permitted recycler.
3.1.5.2 Storage of Salvaged or Recycled Materials
Storage of salvaged or recycled materials is performed in accordance with 14 CCR, Section
17409.3(d). There is no long-term storage of recyclable materials at the RRF. During the
recyclables transfer operation, no materials will be stored onsite. The materials will be
loaded onto large transfer trucks and hauled generally the same day to a permitted recycler.
Wood waste , l umber, and/or brush a re p laced i nit ia lly in the wood waste stoc l ~p il e/sorting a rea
when the material is manually screened for residual waste . The material is then moved t o the
gri nding area, located d ireetly adjaeent to the sorting area. The material is then ground and
proeessed in the wood grinder. The wood stoe l ~pile area is confined t o a 100 foot by 40 foot
area, 12 fuet high as spee ified by the loea l fire agency . The stool(piles must be I~ept a
minimum of 100 f eet from the transfer building.
Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report -May~ 2014
z:\projects \alli ed waste \forwardVesource recovery fac ility\5 yr perm it rvw 2013-14\tpr 2014\text\sec3 .do c
