3-7 <br />either rejected or, if the hauler cannot be identified, the waste will be separated or cordoned <br />off until the appropriate authorities are contacted. If hazardous wastes are discovered after <br />the hauler has left the site, it is either 1) moved away from the working area, contained, and <br />marked with the waste and generator information (if known), 2) moved to the hazardous waste <br />storage locker (located at the southwest corner of the RRF -see Figure 8) for temporary (less <br />than 90 days) storage prior to proper offsite disposal or 3) if it is an unknown hazardous waste, <br />it will be left in place, cordoned off, and the area evacuated until proper authorities arrive <br />onsite. The storage locker is a special chemical storage building that is kept locked. Wastes <br />are removed from the locker before any waste has been stored for 90 days, or once the locker <br />reaches 90 percent of its capacity, which ever happens first. Containers of hazardous waste <br />are labeled with the customer's name and the date and time of delivery. In the event of a <br />spill, the LEA will be contacted within 24 hours. All unlawful incidents of disposal will be <br />noted in the operator's Special Occurrence Log. <br />3.1.8 Load Checking (14 CCR, Section 17409.5) <br />In accordance with 14 CCR, Section 17409.5(a), the operator implements a load-checking <br />program at the RRF. The load checking program is designed to detect unacceptable waste <br />at the RRF. The load checking program describes how waste loads are inspected for <br />hazardous wastes, designated wastes, and other unacceptable wastes that cannot be <br />accepted at the RRF. Site personnel are trained in the recognition, proper handling, and <br />disposition of prohibited waste. Detailed information pertaining to the load checking <br />program is contained in Appendix E. <br />In general, the load checking program consists of the following basic components: load <br />inspection, training of on-site personnel, and signage. <br />The element of load inspection consists of load checking at the tipping areas within the <br />transfer building. The equipment operator(s) check for hazardous or unacceptable waste at <br />the unloading area. All personnel are experienced and trained in identifying potentially <br />unacceptable wastes within the loads. One staff person will be assigned to inspect for <br />unacceptable wastes. If unacceptable waste that is not hazardous is detected, the operator <br />tells the customer to either remove the waste from the landfill or have the waste removed by <br />an appropriate hauler to an approved facility. If hazardous waste is detected, the waste is <br />hauled by a registered waste hauler, under manifest, to an approved facility. <br />Hazardous wastes that are found after the hauler has left the site are moved to the <br />hazardous waste storage locker for temporary (less than 90 days) storage prior to proper <br />offsite disposal.
