2-2 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec2.doc <br /> <br />capacity is sufficient to handle periods during the operating day when the incoming tons per <br />hour rate exceeds the rate of outgoing tons per hour. <br />2.1.4 Materials Removal <br />When a full shipment of recycled materials is ready, it is transported to a secondary materials <br />market. The remaining unrecyclable wastes are loaded into drop boxes or transfer trailers and <br />transported to the landfill for disposal. These non-recoverable materials are removed as <br />necessary. None of the materials are hazardous or pose a health risk. <br />Mixed recyclables collected by route trucks are received at the transfer station. These <br />materials are loaded onto large transfer trailers and hauled to a permitted recycler by an <br />independent waste hauler. All materials are transported on Department of Transportation <br />(DOT) approved vehicles. <br />Under normal operations, wastes/recyclables are processed within 24 hours. The maximum <br />residual municipal solid waste storage in the RRF building will be 48 hours or less depending <br />on available storage capacity as required by 14 CCR, Section 17410.1(a)(2). <br />2.2 Hours of Operation (14 CCR, Section 18221.6 (e)) <br />The RRF is not open to the public. The current operating hours are dependent upon the <br />combined quantity of waste accepted at both the RRF and Forward Landfill. When the <br />combined maximum tonnage reaches 8,668 tons during an operating day, the RRF and the <br />landfill will close. The current permitted hours of operation for the RRF are from 6:00 a.m. <br />to 6:00 p.m., Monday through Saturday. However, the RRF is open to receive materials from <br />commercial customers Monday through Friday from 7:00 a.m. to 4:30 p.m. In addition, <br />ancillary operations are also conducted on Saturday from 6:00 a.m. to 2:30 p.m. During the <br />week, the RRF accepts materials up until 5:00 p.m. in order to process, clean up, or both, <br />before 6:00 p.m. The site is closed on Sundays and two holidays per year (New Year's Day <br />and Christmas). The business hours for the company office (in Stockton) are from 8:00 a .m. <br />to 5:00 p.m., Monday through Friday. No equipment maintenance or operation is performed <br />outside of the permitted hours of operation. Forward Inc. will provide 30 days prior notice to <br />the LEA for any proposed change within the limitations of the current SWFP (i.e., not an <br />extension of hours). A proposed change (i.e., extension) to these hours of operation would <br />require a SWFP revision. <br />2.3 Facility Design (14 CCR, Sections 17406.2 and 18221.6 (c) and (g)) <br />The following sections provide a description of the RRF design and design calculations in <br />accordance with 14 CCR, Section 18221.6(g).
