2-4 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec2.doc <br /> <br />2.5 Waste Type and Volume (14 CCR, Sections 17407.5 (a) and (c), 17408.2 and <br />18221.6 (h)) <br />2.5.1 Waste Types <br />The RRF can receive non-hazardous mixed municipal solid wastes from residential, <br />commercial, and industrial sources in accordance with the existing SWFP. However, no <br />municipal commercial and/or industrial waste is received at the RRF. Only mixed <br />recyclables and a minimal amount of residual waste that are in the recyclables are accepted <br />at the RRF. No high liquid content wastes are accepted at the RRF. <br />No designated wastes are accepted at the RRF. The designated wastes are routed directly to <br />the landfill. <br />No wastes requiring special handling are accepted at the RRF. The wastes requiring special <br />handling are routed directly to the landfill. <br />In accordance with 14 CCR, Section 17407.5(a) and (c), the operator does not intentionally <br />accept or store hazardous wastes, including batteries, paint or any liquid wastes (i.e., <br />sewage sludge, industrial waste, water treatment sludge, grit screenings or other high liquid <br />content wastes), designated waste or wastes requiring special handling. In addition, the <br />RRF cannot accept medical wastes and dead animals. <br />2.5.2 Waste Quantities <br />The storage capacity for the RRF is a maximum of 500 TPD of heavier mixed recyclables. <br />Based on the calculations, the storage capacity of the RRF building is between 200 and 500 <br />tons based on the types and mix of recyclables received. The flow through capacity of the <br />existing RRF building is 750+ TPD. The operation allows the operator to have adequate <br />storage capacity for residual wastes awaiting removal to the Forward Landfill within 48 <br />hours as allowed under 14 CCR, Section 17410.1 through the use of the five bins. <br />Currently, there are no daily (unusual) peak loadings. The RRF and landfill (combined) are able <br />to receive a 620-trip maximum threshold allowed for the entire Forward facility as discussed in <br />Section 3.2.9. Loading up to the maximum traffic inflow can be accommodated by the use of <br />back-up equipment and additional trips to the Forward Landfill can be accomplished to handle <br />residual waste. If the capacity is ever reached, additional personnel will be added, as needed. <br />When the RRF is at capacity, all excess loads are turned away. <br />2.6 Equipment (14 CCR, Sections 17416.3 and 18221.6 (l)) <br />A variety of equipment is used in the operation of the station. The equipment on-site is <br />adequate to meet operational and maintenance needs in order to comply with 14 CCR,
