3-11 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc <br /> <br />remote location of the site, noise levels are not likely to create health hazards to nearby <br />residents. <br />3.2.5 Nuisance Control (14 CCR, Section 17408.5) <br />In accordance with 14 CCR, Section 17408.5, the station is operated so as to not create a <br />public nuisance, health or safety problem. All station personnel are trained to eliminate any <br />aesthetic nuisance that may be created from daily operations. Operations are performed to <br />prevent nuisances such as vector, bird and animal control; odor control; noise control; dust <br />control; litter control; and traffic control as discussed in this TPR. Any complaints received <br />from surrounding properties will be investigated and appropriate steps will be taken to <br />remediate the nuisance. <br />3.2.6 Protection of Users (14 CCR, Section 17408.8) <br />In accordance with 14 CCR, Section 17408.8, the station is operated in such a manner so <br />as to minimize contact between users, wastes, and transfer operations. The RRF is not open <br />to the public. The equipment operator and general laborers oversee the unloading of all <br />incoming loads in such a way as to reduce potentially dangerous situations from occurring. <br />Visitors to the site are required to park in a designated parking areas to avoid circulation <br />conflict with facility traffic, operations and other facility vehicles or equipment. Signs <br />specifying rules of the facility, which protect users of the facility are discussed in Section 3.3.3. <br />Personal safety equipment is provided to all personnel. First aid kits and eye wash kits are <br />available at the facility. Fire extinguishers are strategically located in the facility. The <br />firefighting equipment is discussed in Section 3.3.6. The site’s Emergency Action Plan, which <br />is part of the site Health and Safety Plan (Appendix D) outlines procedures in case of an <br />emergency evacuation and provides an evacuation map, which is posted in several <br />conspicuous areas at the facility for public and company personnel access. <br />3.2.7 Vector, Bird and Animal Control (14 CCR, Section 17410.4) <br />In accordance with 14 CCR, Section 17410.4, the operator will continue to institute <br />measures to control or prevent the propagation, harborage and attraction of flies, rodents or <br />other vectors and animals, and to minimize bird attraction. Daily removal of solid wastes and <br />keeping the storage of waste overnight to a minimum will minimize the presence of rodents <br />and insects. Recyclables, such as glass and aluminum cans, stored overnight are kept on the <br />tipping floor to deter vectors, birds, and rodents. Once the bins are full they will be transported <br />off-site for appropriate recycling. <br />A professional pest control company is used to control vectors, as needed. Pest control <br />includes the use of bait stations, pesticides, and exclusionary methods, as needed.
