ATTACHMEST, E
CONSOLIDATED FORWARD LANDFILL PROJECT
FINAL ENVIRONMTh"TAL IMP ACT REPORT
ERR.-\TA
The Heading "E. Public Health and Safety" was inadvertently omitted from TableII-1, p.,
11 of the FEIR.
In addition, the first paragraph under 'Proposed as Part of the Project" on that page, as
well as the paragraph extending from the bottom of page 129 onto the top of p. 130, and
the, first paragraph under "E. Public Health and Safety" on p. 7 of Appe....-,dix G,
Mitigation Monitoring and Reporting Progra:m~ in the FEIR are all corre.:ted for clarity
to read as follows: .
Use a total of 17 pieces of equip men t (at aJr':! given time) over tile life 0; tJle project to
minimize particulate disclUlrge. As sJuru.""7Z in Table IV.EO-l, (FEIR, P 129), tile risk from
particulate -and specifically diesel filmes -7I'I11 be lessened for the project versus the
baseline conditions. The existing 28 pieces of diesel powered landfill arerating equipment
will be changed out even) 5 years at Far..rard and even) 10 years at Au.;,"tin, alldwould be
reduced to a total of17 pieces ofequipment aver a IS-year or fewer.
In addition, the last paragraph on page 128 is c=ected to read as follows:
TIle risks are considered to be reduced in the proposed project complIT1!d to the baselilll?
permit conditions because: 1) A lesser ammmt of particulate generating equipment used
per ton disposed at 2) Waste wiII be TIlOr'eJ1arer a shorlerpen'od of tirr.e (14 versus 30 in
years) and daily hours of equipment operaIiDn will be only slightly increased rather tlUl'tl
proportionally increased (10.5 l'er5llS 9.0 huurs per tiny), and; 3) tJre risk protocols
evaluates exposure over a 3D-year timeftWtll! and tile project would onr:! Te5llIt in diesel
emissions for 14 years while the continued low-/eve/ operations of Austin Road landfill
under existing permits would occur for the O1tire 30-year exposure paiod.
The FEIR inadvertently h!ld 30-year lifetimes for both the proposed plOje.:t and' existing
Austin Road landfill. The proposed project would have a 14-year operational lifespan.
The minutes of the San Joaquin Coimty Planning Conlmission's October 3,2002 Hearing
on the Draft Environmental Impact Report (EIR) for the Consolidated Forward Landfill '
Project were inadvertently omitted from Section IX, CommentS and Responses, of the
Final Environmental Impact Report. Those minutes are attached and incorporated by
reference into the Final EIR as Item A(1) following page 236 of the Final EIR. Because no
environmental issues or questions are raised in the Commissioners' comments, no
response is required.
