1-1 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec1.doc <br /> <br />1.0 FACILITY OVERVIEW <br />1.1 Introduction and Purpose <br />The Forward Resource Recovery Facility (RRF) is located in Manteca within San Joaquin <br />County. The RRF is a large volume transfer/processing facility. The California Code of <br />Regulations, Title 14 (14 CCR), Section 17402(a)(8) defines a large volume <br />transfer/processing facility as “a facility that receives 100 tons or more of solid waste per <br />operating day for the purpose of storing, handling or processing the waste prior to <br />transferring the waste to another solid waste operation or facility.” In accordance with the <br />current permitting requirements included in 14 CCR, a Transfer/Processing Report (TPR) <br />was prepared for the RRF and the original full Solid Waste Facility Permit (SWFP) No. 39-AA- <br />0020 was issued by the San Joaquin County Environmental Health Department (EHD), <br />acting as the Local Enforcement Agency (LEA). A Five-Year Permit Review was completed in <br />2009 and the LEA issued a Five-Year Permit Review Report in June 2009. Subsequently, <br />the TPR was amended to address the Findings/Directives of the LEA's Permit Review Report. <br />As a result of the 2009 Permit Review, a new front page of the existing SWFP was issued by <br />the LEA. The County of San Joaquin LEA notified the Owner/Operator (Forward, Inc.) that the <br />Forward RRF is due for Permit Review on May 3, 2014. As part of the Five -Year Permit <br />Review for Forward RRF, this TPR (originally submitted in 2003) has been updated to reflect <br />current operational conditions in accordance with 14 CCR, Section 18221.6. <br />Mixed recyclables are delivered to the RRF and offloaded into the transfer station building, <br />where in turn those recyclable materials are loaded onto large transfer trailers and transported <br />to another permitted recycler. <br />1.2 Proposed Changes to Operations <br />This TPR presents minor changes in the site’s design and operations since the last Five-Year <br />Permit Review. <br />1.3 Owner/Operator (14 CCR, Section 18221.6 (a) and (o)) <br />The RRF is presently owned and operated by Forward, Inc. The resume for Forward Inc. is <br />included in Appendix A. <br />1.4 Site Location (14 CCR, Section 18221.6 (b)) <br />The physical site address is 9999 South Austin Road, Manteca, California. The RRF is <br />located in the southeastern corner of the Forward Landfill property. The site is located in <br />Section 3 of Township 1S, Range 7E of the Mount Diablo Baseline and Meridian as shown <br />on Figure 1. The Assessor's Parcel Number for the RRF is 201-060-03.
