v
[A
CalRecycle
Compostable Materials Handling Operation and Facility Inspection Report (93)
THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TRUE 27 CALIFORNIA CODE OF REGULATIONS (CCR) I
x 117868.3(b) -Pathogen Levels Temperature Maintained I
Comments: According to the temperature and turning records, windrow #8 was moved to undergo the screening
process without meeting the requirements for pathogen reduction.
1. Active compost shall be maintained under aerobic conditions at a temperature of 131 F or higher for a
pathogen reduction period of 15 days or longer with a minimum of 5 turnings of the windrow.
2. Before moving any windrow to be screened, ensure, by checking the temperature and turning records,
that the windrow(s) have met the requirements for pathogen reduction.
Routine monthly inspection conducted on this date and the following was noted:
1. The area where the feedstock is received and screened for contaminants is unorganized. It is difficult to
determine if piles have been screened or not. It is recommended that piles that have been screened be
separated from piles that have not been screened and be put in a designated area.
2. The temperature range of the windrows and ground material was 130 F to 145 F and 117 F to 150 F respectively.
The temperature of the feedstock and overs was 112 F and 72 F respectively. The temperature range of the
pre-screened product and the screened product was 50 F to 66 F and 80 F to 89 F respectively.
3. The piles of ground material are approximately 12-14 feet in height. According to the Solid Waste Facility Permit
17 (20)(i), storage piles shall not exceed 15 feet in height.
